The primary purpose of this position: To serve as the financial management analyst for a $2700M annual Systems Development nuclear treaty monitoring program and to oversee all financial quality assurance aspects of the mission. *** Salary ranges include local market supplements *** The organizational location of this position is: Air Force Technical Applications Center, Patrick AFB FL.

Duties

DUTY 1: Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request. DUTY 2: Performs tasks involving budget execution. DUTY 3: Performs a variety of tasks in support of budget analysis studies and special projects. DUTY 4: Manages Directorate's government purchase card (GPC) program, ensuring guidance is followed to sustain legal and proper purchases for all Directorate members.

  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Employee may be required to undergo random CI polygraph examinations in accordance with security regulations involving material handled.
  • The employee may be required to work irregular duty hours.

  • IAW the Program no later than 24 months after accepting this position and maintain certification currency with continuing education requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of commonly used policies, precedents, goals, objectives, regulations, and guidelines of federal budgeting and cost analysis. Knowledge of established methodologies used in cost analysis, cost estimating, and trend analysis, including quantitative and statistical cost analyses. Incumbent applies all standard practices IAW AFI 65-601, Budget Guidance and Procedures. Practical knowledge of the PPBS process is required to enable the incumbent to prepare timely planning documents and to defend program funding. Extensive knowledge of AFTAC and Air Force policies, entities, missions, resources, operations, capabilities, and requirements; and extensive knowledge of management principles and processes, and analytical techniques for assessing operations and developing strategies for operational improvements and efficiencies. 2. Knowledge of customary financial and budget activities of foreign partners and other US Government agencies and working knowledge of Air Force and other Federal agencies' commitment and obligating documents. 3. Knowledge of financial resource allocation principles, policies, and methods as they relate to the organization's planning and accomplishment of mission objectives. 4. Knowledge of how to apply budget procedures to resolve problems in balancing programs, adjust discrepancies, verify accuracy of budgetary data and adjust funding targets of accounts by element of expense within program element along with a practical knowledge of Planning, Programming, Budgeting, and Execution System. 5. Ability to effectively organize and analyze information; produce reports, position papers, and briefings that are responsive to the specific needs of management officials; present clear and concise findings; resolve conflicts based on mature judgment, experience, and effectively advocate for a position; and knowledge of security procedures to maintain control of classified material. 6. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
