This position is located with Bonneville Power Administration in the Operational Services (TTO) organization of Transmission Technology Services (TT), Transmission Services (T). A successful candidate in the Transmission Technology Infrastructure Services Manager position will be responsible for planning, managing, and leading programs, systems, and work processes that are necessary to perform the critical mission and support activities required of the organization managed.

Duties

As a Transmission Technology Infrastructure Services Manager, you will: Assures implementation by subordinates and others of the goals and objectives for the program segments and functions for which the group is responsible. Sets policy for the organization in such areas as determining program emphases and operating guidelines. Contributes significantly to the determination of resource needs and allocation of resources and is accountable for their effective use. Makes major recommendations and decisions related to the optimum mix of reduced operating costs and assurance of program effectiveness. Identifies developmental and training needs of employees and provides or arranges for needed development and training.

Requirements

  • This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
  • First time supervisors will be required to serve a 1 year probationary period.
  • This position requires an initial drug test prior to appointment and random drug or drug and alcohol testing thereafter.
  • Failure to test or a positive result on random drug or drug and alcohol tests conducted after appointment may result in removal from Federal employment.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • This position has been designated as Critical-Sensitive, High Risk and requires a security clearance at the DOE “Q” level; the incumbent will be required to access, process, use, and safeguard classified information.
  • The incumbent is required to obtain and maintain this clearance level; failure to do so may result in separation from federal service.
  • This position has been designated as requiring a PUBLIC TRUST background.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as experience setting policy for an organization in such areas as determining program emphases and operating guidelines; making major recommendations and decisions related to the resources to devote to particular programs or program elements; making major recommendations and decisions related to changes in the structure of the organization managed, operating cost, and key positions; experience in leading technology organizations or technical functions. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
