The position is located in the U.S. Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Institute on Aging (NIA), Office of the Director (OD), Office of Communications and Public Liaison (OCPL), Media Relations Branch. OCPL develops and implements strategic, comprehensive, and integrated communications to ensure efficient, accurate, and consistent outreach and content that best serves NIA's mission and key audiences.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
  • Males born after December 31, 1959 must be registered with the Selective Service.
  • Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.

Qualifications

In order to qualify for a Public Affairs Specialist, GS-1035 position at the GS-11 level, you must have: A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M., if related; OR B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: writing, editing and reviewing news advisories, releases, government/professional correspondence, talking points, or questions and answers; implementing communication plans for an organization; developing written communication materials concerning a range of subjects related to the organization's programs; and analyzing information program materials and making recommendations for improving the delivery of program information; OR C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. In order to qualify for a Public Affairs Specialist, GS-1035 position at the GS-12 level, you must have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: writing a variety of information materials designed to reach national audiences through the news media such as wire services, radio, television, newspaper, etc.; evaluating the impact and effectiveness of communication plans and improving intercommunication between an organization and various audiences through media utilization; and developing effective relationships with media representatives of specialized groups.
