The primary purpose of this position is to provide emergency police, fire and medical services to base personnel and the public by answering emergency E-911 calls and responding with appropriate personnel and equipment.

• Employee is required to work a 40- hour week which may include weekends and holidays and may be subject to recall.
• Employee is required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time.
• May be required to respond on off-duty time during a conflagration, or stay over until an emergency has been terminated or until properly relieved by a qualified dispatcher.

• Must possess and be able to maintain a SECRET clearance for unescorted access to complex areas.
• This is a drug testing designated position. Incumbent will be subject to random drug testing as a condition of employment.

• Must be resourceful and alert to adequately perform duties.
• Employee must participate in recurrent proficiency training, as directed.
• Must possess and maintain a valid civilian and government driver’s license.
• Employee may be required to travel on a commercial or military aircraft to attend temporary duty for training purposes.

Qualifications

Continued Conditions of Employment This position is designated as a key position IA W AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") If situation dictates, Employee must be able to relocate to the alternate Fire Alarm Communication Center (FACC) location or use any available general purpose vehicle. Employee must be able to transport 30 - 35 lbs. of books and equipment during relocation process. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. A pre-employment physical examination will be required. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions for Dispatching Series, 2151. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of emergency vehicle dispatching procedures, resources and capabilities and detailed geographic knowledge of the installation, Colorado Springs Airport and surrounding areas. Basic knowledge of standard fire protection and prevention theories, techniques and practices relative to various types of emergencies such as, structural fire, aircraft crash, hazardous materials situations and medical emergencies. Knowledge of Emergency Medical Dispatch (EMD) procedures sufficient to instruct caller on rendering medical aid. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of communications operations. Knowledge of basic computer operations to include word processing, retrieval and input of data. A qualified typist is not required. Knowledge of location and availability of emergency apparatus, the kind of apparatus and equipment needed for the emergency at hand. Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations. Ability to assess incoming information (problems presented) in fire, medical and other emergency situations and quickly determine the proper dispatching course of action. Ability to work independently without immediate supervision. Knowledge of emergency dispatching policies and procedures. Knowledge of emergency response agencies and services, including police, fire and medical. Knowledge of Emergency Medical Dispatch services in order to determine the appropriate procedures for 911 callers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
