You will serve as a Human Resources Advisor in the Human Resources Division for Pacific Detachment of Naval Undersea Warfare Center Division, Keyport located on Joint Base Pearl Harbor-Hickam (JBPHH) on Ford Island, Oahu, Hawaii. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to GS-11 and GS-12.

Duties

You will serve as the principal HR Advisor for Pacific Detachment (PACDET) on behalf of the NUWC Division Keyport, Human Resources office, performing and coordinating a wide variety of human resources functions with varying levels of complexity. You will provide training in a variety of HR functional areas (e.g. staffing, classification, recruitment, compensation and pay, new employee on-boarding and orientation, leave, telework, performance management, or employee relations advisement). You will work with local recruiting teams to ensure they are supported properly for recruiting events at local colleges and other venues. You will collaborate with HR Office on reorganization projects and participate in cross-functional teams from NAVSEA HQ, Division Keyport, Pacific Detachment, other warfare centers, OCHR Operations Centers, and other entities.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NT-03 (GS-09/10 equivalency) or grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying methods or principles of classification, staffing, or training and workforce development programs to provide a variety of human resources management (HRM) services for an organization. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree

OR

Successful completion of 3 full years of progressively higher-level graduate education leading to such a degree

OR

Possession of an LL.M., if related

OR

A combination of experience and graduate education as described above that equates to one year of experience
