The primary purpose of this position is a developmental position with known promotion potential to the target position of 6X9GL08, Management and Program Analyst, GS-0343-12. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document.

Duties

The primary purpose of this position is to serve as Team Lead/Project Manager and senior analyst to conduct comprehensive manpower requirements, process improvement, and organizational analysis/studies of a wide diversity of organizations, functions, and work processes. Provides management consultant capabilities to improve mission and process effectiveness, resource efficiency, and resource savings. Leads a manpower management engineering team, as a project manager, to conduct manpower requirement determinant and process improvement projects/studies utilizing approved management engineering and process improvement practices. Lead/supports efforts on selected projects to develop agency and Air Force positions and plans. Furnishes technical guidance, information, and advice to other study/project members. Serves as the Air Force functional Office of Primary Responsibility (OPR) point-of-contact (POC) in conducting organizational and process related Air Force wide manpower requirements and process improvement projects/studies. Project leader/manager responsible to manage, direct, coordinate, oversee, and report complex projects; defines scope, priority, and staff; provides technical direction in project management, team building, facilitation, process improvement analysis, and methodology/tool required to develop, substantiate, and defend result. Serves as a subject matter expert for execution of Air Force projects to include, Air Force Process Improvement (PI) and Continuous Process Improvement (CPI) projects for Office of the Under Secretary of the Air Force; Director, Business Transformation and Deputy Chief Management Officer (SAF/MG) and the Director of Manpower, Organization, and Resources (AF/A1M). Plans, directs, integrates, and executes projects and initiatives within cost, schedule, performance, and/or system supportability requirements. Conducts management consultant studies of Air Force-wide organizations with interrelated work processes and functions and accurately advises on proposed solutions to improve processes, realign functions, maximize resource utilization, and resolve substantive issues of wide scope. Reviews, analyzes and evaluates organization structures and missions by interpreting data, process flow, organization concepts, and line/staff relationships. Develops and socializes a study plan with HQ USAF functional manager to meet customer requirements. Leads team on project/studies of substantive organizational structures and/or projected emerging weapon system platform proposals by interpreting mission requirement, roles and responsibilities, and reviewing the organization's internal as well as external relationship with its parent unit and outside organizations. Interprets data and reviews for consistency, logic, and impact on work processes, manpower, or other resources. Analyzes automated data management systems and their methodologies to satisfy the needs of the manpower requirements determinant development. Analyzes Air Force-wide automated related tracking systems to determine the need and viability to establish a formal product count system for a customer, and procures Air Force functional manager and senior leadership's approval to establish and implement the formal reporting system. Generates queries on the manpower database systems related to a study/project, defines and inputs the specific data string query required to produce study baseline and/or desired information, performs quality assurance on output, interprets the data and presents to leadership and/or client in a concise, logical, and understandable format. Conducts analysis, interprets the meaning of the data points and/or results, and selects the appropriate mathematical methodology and model based on established statistical criteria.

  • Certification as a Project Management Professional (PMP) is desired.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes expert technical knowledge and experience using analytical and evaluative methods and techniques to conduct studies of issues concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support organizations. Skill in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. Working knowledge of pertinent laws, regulations, policies, and precedents as well as budget, budget priorities, impact priorities, and related support resources which affect the manpower program and the functions under study. Working knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organizations. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience includes expert technical knowledge and experience using analytical and evaluative methods and techniques to conduct studies of issues concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support organizations. Working knowledge of pertinent laws, regulations, policies, and precedents as well as budget, budget priorities, impact priorities, and related support resources which affect the manpower program and the functions under study. Highly skilled in the art and science of adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Expert knowledge in applying the technical capabilities of systems, programs, and software to recommend which will meet requirements for some types of manpower studies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-11: 1. Knowledge of management engineering principles, concepts, methodologies, guidance, and organization principles to direct or perform difficult requirements determination studies or projects, and make informed recommendations and decisions relating to those efforts. 2. Demonstrated ability to use management engineering analytical and evaluative techniques to identify and resolve difficult issues concerning efficiency and effectiveness of program operations, and to devise organizational structuring options for complex, diverse organizations. 3. Skill using computer systems to perform data analysis and produce detailed reports applicable to a management engineering studies, data manipulation and extraction techniques; and knowledge to access or locate information through the use of a personal computer and software programs. 4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to highly technical management engineering problems; identifying changes and trends; and preparing, presenting, and defending complex and sometimes controversial advise, briefings and reports. 5. Skill in conducting effective interviews and workshops with employees, supervisors, and management officials at all levels to obtain, define, and challenge information about organizational missions, functions, and work procedures. 6. Ability to carry out and complete management engineering assignments, and gain cooperation from others through technical competence, tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This is a DRUG TESTING designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent of this position is subject to the possibility of a random drug test. Position will be developmental to the target grade of GS-12. Upon completion of appropriate training and time in grade requirement, incumbent may be noncompetitively promoted to the next grade. This is a developmental position that leads to the full performance level. The incumbent will receive on-the-job training designed to provide the opportunity to perform the duties at the full performance level. The incumbent may be noncompetitively promoted to the next performance level upon (1) satisfactorily completing the training requirements (2) satisfactorily performing at the next performance level (3) meeting all OPM legal and regulatory requirements for promotion and (4) recommendation for promotion by the supervisor.

Education

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) CONT'D:

GS-12:

1. Extensive technical knowledge of management engineering principles, concepts, methodologies, guidance, and organization principles to independently perform, evaluate, and direct management engineering teams performing difficult and unique requirements determination studies; identify and resolve complex issues; and make informed recommendations and decisions relating to those efforts.

2. Demonstrated ability to use technical expertise in management engineering measurement tools, analytical and evaluative techniques to determine team effectiveness and mentor others on how to identify and resolve difficult issues concerning efficiency and effectiveness of program operations, and to devise appropriate organizational structuring options for complex, diverse organizations.

3. Skill conducting effective interviews and workshops with employees, supervisors, and management officials at all levels to evaluate effectiveness and mentor junior analyst, and to define, challenge, gain consensus, and obtain senior leadership approval on information and reports about organizational missions, functions, work and requirements.

4. Ability to use computer systems to perform highly complex data analysis and produce detailed reports applicable to a management engineering studies, data manipulation and extraction techniques; and demonstrated skill locating and accessing information with a personal computer and software programs.

5. Expert Ability to gather, assemble, and analyze facts, and determine the correct tool to apply to difficult study scenarios; draw sound conclusions to ensure management engineering program standards are achieved; devise solutions to highly technical management engineering problems; identify changes and trends; and prepare, present, and defend complex and sometimes controversial advise, briefings and reports.

6. Proven ability to independently carry out and complete management engineering assignments; and mentor, influence, and gain cooperation from others through technical competence, tact, courtesy, and diplomacy.
