About the Position: This position falls under the Defense Health Agency Tidewater Market at the Naval Medical Center Portsmouth, working in an office environment performing and advising on budget administration and a variety of fiscal, accounting and financial management and supervisory duties with exposure to a diverse array of health care specialties and requirements and direct interaction with senior leadership. This is a Direct Hire Solicitation

Duties

Perform and advise on work in any of the phases or systems of budget administration. Formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities; review and evaluate budget requests; control, and reporting of obligations and expenditures. Development, determine and interpret budgetary policies and practices. Analyze and recommend cost and benefit of alternative methods of financial management of the organization's programs and administrative operations. Provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. Plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work. Assign work to subordinates based on employee's capabilities, priorities, and difficulty.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This is a Financial Management Level 3 Certified position.
• This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
• This position has a one-year supervisory probationary period unless previously completed.
• This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
• This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience: One year of specialized experience which includes 1) Interpreting and implementing financial/budgetary policy, 2) Compiling financial/budgetary information from research and analysis conducted to prepare reports, 3) Identifying and making recommendations to leadership for improvements in financial processes, 4) Formulation of budget estimates to support program plans, AND 5) Utilizing financial management systems to prepare various financial reports on budget obligations and expenditures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
