This position is located in Field Operations Directorate, Office of Field Operations, Investor Program Office (IPO), Strategy and Communications. As an Program Manager, you will oversee and manage the establishment, implementation, and progress of the IPO Communications and Policy Division.

Duties

Manage the establishment and progression of the IPO Communications and Policy Division. Provide administrative direction and team coordination to subordinates working under the Communication and Policy Division. Advise Field Operations Directorate and IPO leadership on the implementation of the program and on communication matters related to the overall IPO strategy and mission. Draft and implement new EB-5 immigration policies and regulations based on available internal and external data and input to ensure integration with USCIS procedures and goals. Represent the division in meetings with officials from DHS, Congress and other government agencies to coordinate and establish procedures.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 02/05/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 02/05/2024. GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Overseeing the development of policies, laws, regulations, and operating procedures related to an immigration program; Making recommendations to agency senior executive leadership and implementing national policy serving as the basis for new systems, legislations, regulations, or programs related to immigration programs; Leading a team through the development process of new immigration policies and procedures to include researching and analyzing current regulations and precedent setting cases.
