The primary purpose of this position is to ? plan, implement, administer, and advise on Education and Training academic opportunities, tuition assistance program, career and force development programs, and other education and training services and activities provided to members, retirees, civilian members, and their families. GS-7 salary range $49,793 - $64,732 GS-9 salary range $60,905 - $79,176

Duties

Duties Provide individual career, academic, and development advisement to personnel, and their dependents pursuing undergraduate/graduate, vocational, technical, licensure/certification, and professional development opportunities at various levels. Evaluate clients' potential and eligibility for their academic programs, outline a curriculum of study, and/or assist them with the application process. Serve as technical expert on a variety of educational programs. Provides mass briefings and a variety of outreach and customer services duties. Performs a variety of administrative duties related to the educational counseling program.

  • Work is primarily performed in an office, training room, or classroom. The worker faces everyday risks or discomforts requiring normal safety precautions. The work area is adequately lighted, heated, and ventilated.

  • A bachelor’s degree that includes or is supplemented with study in education or a subject-matter field appropriate to the position is desirable.
  • This is position will be recruited both as GS-07 target 09 and GS-09.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for Education Services Series 1740 and Group Standard for Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the position Education Services Specialist in one or a combination of the following areas, with at least one course from (1) or (2). (1)Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests; (2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities; (3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs; (4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs; (5) Teaching methods: Study of teaching strategies and learning styles of the adult learner; (6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation; (7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems; OR (8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-07: Applicants must have at least one year of specialized experience equivalent to the GS-05 level in the federal service (or equivalent in other pay systems) in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes assisting in providing individual career, academic and development advisement to candidates pursuing educational opportunities at various levels. OR EDUCATION: One year of graduate level education in a related field orsuperior academic achievement. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT. GS-09: Applicants must have at least one year of specialized experience equivalent to the GS-07 level in the federal service (or equivalent in other pay systems) in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes assisting in planning, implementing, administering, and advising on Education and Training academic opportunities, tuition assistance program, career development programs, and other education and training services and activities. OR EDUCATION: Two years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in a related field. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. Knowledge of a variety of academic, occupational, vocational, and career development resources (educational and/or community). Ability to interpret agencies' directives, instructions, and guidance and make local decisions and recommendations based on analysis. Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis. Skill in conducting interviews and delivery of formal and informal presentations and briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
