Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Boston Field Office, Field Mission Support, located in Highgate Springs, VT.

Duties

In this position you will serve as a Facility Operations Specialist, detecting and prevent terrorists and instruments of terror from entering/exiting the United States; to enforce the laws that protect America's homeland through the detection, interdiction and apprehension of those who attempt to illegally enter or smuggle any person or contraband at the POEs, or are found unlawfully present within their respective jurisdiction; and to facilitate the orderly and efficient flow of legitimate trade and lawful travelers. This position starts at a salary of $105,312.00 (GS-13, Step 01) to $136,909.00 (GS-13, Step 10) with promotion potential to $136,909 (GS-13, Step 10). Major duties for this position include but are not limited to: Coordinating and managing all construction projects for U.S. Customs and Border Protection (CBP) within the Boston Field Office and gathering requirements and develop scopes of work for small to large scale capital projects for CBP. Working with local, state, and various federal stakeholders to ensure all regulations and standards are met throughout the project and working closely with Information and Technology (IT), Physical Security, and headquarters facility groups within CBP to institute their requirements in each project. Engaging architects and engineers during the feasibility study, preliminary design, and design phase of each project, ensuring CBP's space, operational, and physical security requirements are implemented. Coordinating with sub-contractors and project managers to ensure CBP's technical design and operational standards are incorporated throughout the design and construction phase of each project. Representing senior management with National Treasury Employees Union grievances related to all facility issues.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting with developing construction specifications and drawings for requested alterations/repairs to space and negotiating leases of space in accordance with the current delegations of authority. Making analyses pertaining to adequacy of space assignments, layouts, improvements, and adjustments necessitated by modern equipment, furniture, technology and other considerations. Participating with repairing land use permits and licensing agreements for properties jointly occupied, assisting with researching regulations regarding critical problem areas, and coordinating requests from the field and preparing recommendations for the building/construction program. Participating with collaborating with contract engineers and/or architects in establishing design criteria, standards, layouts and specifications for various offices, centers, units and areas. Assisting with leading meetings with various internal and external stakeholders when needed to resolve complex facilities issues. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/30/2024.
