This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Refugee Resettlement (ORR), located in Boston, Massachusetts, Chicago, Illinois, Kansas City, Missouri, New York, New York, San Francisco, California, and Seattle, Washington.

Duties

In this position, the incumbent will: Uses a wide range of specialized program analysis tools and techniques and applies this knowledge in the independent performance of difficult and complex work assignments. Analyzes and evaluates the efficiency and effectiveness of management practices and programs. Prepares project papers and staff reports and organizes and delivers briefings to managers to encourage wider standing and acceptance of findings and recommendations. Communicates effectively, both verbally and in writing to prepare and present findings and recommendations, to prepare complex reports, and to negotiate solutions to disputed recommendations. Studies the major issues, program goals and objectives, and work processes of the organization.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Establishing and/or maintaining partnerships or collaborations with stakeholders who provide services to immigrant children in the community; Providing training, technical assistance, and/or creating informational materials to large audiences at the state, local, or federal levels; Conducting direct home study (HS) or providing services to families and children in the community; and Enlisting community support to develop social impact program initiatives for the safety and/or wellbeing of immigrant children and their sponsors. Specialized Experience: GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: Analyzing and/or evaluating program processes or procedures related to services for children; Interpreting and/or implementing new or revised legislation, policies, regulations, or procedures related to services for children; Developing methods and/or techniques to study program areas related to services for children; Developing modifications, revisions, and/or implementing procedures to improve the effectiveness and efficiency of program operations; and Advising leadership on issues and/or solutions to program operations for children. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
