Duties

WHAT IS THE CRIMINAL INVESTIGATION (CI) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Criminal Investigation, Strategy - Workforce Development and Asset & Knowledge Management. The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. As a recognized technical authority in project management, the incumbent applies complex analytical and evaluative methods to improve the effectiveness and efficiency of Headquarters level programs and management operations. At this level the incumbent will need to evaluate the content of new or modified legislation for projects impact on CI HQ programs. Develops recommendations to revise existing HQ policy and/or develop new policies and guidelines for areas previously not covered. Implements and manages strategic programs and initiatives. Serves as a project manager coordinating assignments with other staff members based on priorities, level of difficulty, work requirements, and expertise of employees. Develops and coordinates work plans and project proposals involving staff needs, dollar costs, and production timelines to meet program objectives. Establishes and facilitates matrix team operations composed of business unit representatives, external stakeholders, and outside consultants. Meets with managers and executives within the Service to define the overall goals and objectives of the assigned project(s) that can impact HQ operations. Prepares action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies. Additional Duties for Asset & Knowledge Management: Acts as space management coordinator for IRS Criminal Investigation (IRSCI) Real Estate. Manages real estate assets in a manner that improves services for IRS CI personnel, protects assets, ensures equitable space standards, and promotes efficiency. Develops relationships and collaborates with other business units and agencies to share best practices, as it relates to space management. Reviews and submits Strategic Facility Plans and Business Unit Notifications to IRS CI field office leadership. Assists IRS CI field office leadership in identifying staffing requirements and ensuring National Workspace Standards are met. Develops space management policy, including National Workspace Standards, Physical Access Control, and Space Assignment. Manages IRS CI Space Management SharePoint site and PeopleTrak CI Space Management system. Provides guidance and recommendations to IRS CI field office leadership for space management projects.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience with a wide range of analytical and evaluative methods and techniques sufficient to accomplish complex projects or studies broad in scope and magnitude; Experience with a full range of Federal laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Experience with the overall mission, objectives, functions, policies, and organizational structure of the Internal Revenue Service; Experience with management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations; Experience working with others and to maintain harmonious relationships with all parties; Experience with oral and written communication. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
