You will serve as a IT SPECIALIST (INFOSEC) in the Directorate for Administration, Information Technology of NAVMEDREADLOGCMD D FT DETRICK MD.

Duties

You will perform the duties as the Information SystemSecurity Manager. You will provide direction, advice, counsel, or instructions to detachment inbest business and network operations and IA practices, technical solutions to meet those practices, and administrative matters. You will monitors, direct, and contribute to command procedures for the Classified Material Control Program and the handling of classified and sensitive materials. You will will serve as organizations Trusted Agent to the DoD Public Key Infrastructure (PKI) Certificate.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current DoD SCW certification.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Information Systems Security Manager- level Intermediate-level Certification.
  • CONTINUED One year to complete basic-level courses and 2 years to complete all required intermediate-level courses (3 years total).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience tracking and performing cybersecurity related tasks associated with assessment and authorization activities for IT and control systems. Experience utilizing Joint Personnel Adjudication System (JPAS) to initiate investigation requirements with DSS, Office of Personnel Management (OPM) and the Federal Bureau of Investigation (FBI). Experience developing and interpreting policies and procedures such as the Information Management Technology Reform Act of 1996 (CLINGER-COHEN) to ensure information systems reliability and accessibility. Experience conducting risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs. Experience utilizing Applications and Database Management System (DADMS) and DoD IT Portfolio Registry; used when performing Information System Executive Board and Configuration Control Board reviews of proposed software changes. Individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
