This Communications Specialist is located in Office of the Assistant Director (OAD) within the Directorate for Geosciences (GEO). The primary purpose of the position is to develop and implement a strategy in coordination with the Office of Legislative and Public Affairs (OLPA) to communicate information about the Directorate's support of research and education in the context of the overall mission of the National Science Foundation.

Duties

As a Communications Specialist, you will perform the following duties: Work with the Assistant Director, Deputy Assistant Director, senior leadership of GEO, and OLPA to develop and implement strategic communications plans for internal and external communities as technical expert. Help GEO senior staff identify and conceptualize ideas and materials needed to ensure goals and science communication messages regarding GEO objectives and initiatives are conveyed to interested parties. Develop program plans and budgets for GEO science communications initiatives and ensures the broadest possible distribution of communications materials to supervisors, managers, employees, and the extramural scientific and technical community. Develop and execute strategies and processes to expand and refresh science communications products for dissemination through the GEO website and other venues, track status, and perform research as needed to keep the Assistant Director and senior leadership informed of progress, milestones, or activities warranting additional attention. Identify needs for public and internal briefings and develops the necessary materials, in coordination with OLPA, with a high level of execution and reviews the organization, length, branding, and tone of materials, edit documents to improve clarity, formatting, and grammar, and work with OLPA and internal design staff on design and graphics projects. Serve as a recognized technical authority within GEO OAD and develop relationships and partnerships with stakeholders as necessary to ensure a consistent message regarding GEO activities. Utilize state-of-the-art information technologies, web-based applications, and social media techniques and tools to disseminate information and communications on GEO programs and activities in coordination with OLPA. Oversee the GEO Internet home page for the directorate's strategies and goals relative to external communications and develops content for the website and distribution via social media and coordinates with OLPA on monitoring website and social media usage.

Qualifications

To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service developing, implementing, and managing integrated communication strategies and products to promote science, technology, engineering, and mathematics (STEM) research to a variety of audiences and stakeholders. Examples of specialized experience includes: developing communication strategies and products for an organization; writing and editing speeches, talking points, press releases, articles and other written communication materials concerning subjects related to science and engineering; leading organization's programs for public events, press conferences and other such appearances; providing authoritative advice to senior management for improving the delivery of program information to the public; and experience using the Internet, social media, and web pages to communicate information to the public, media and internal audience. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
