About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Network Enterprise Technology Command, 7th Signal Command (Theater), 106th Signal Brigade, 56th Signal Battalion, US Army Network Enterprise Center-SOUTHCOM.

Duties

Provide secure and non-secure telephone and secure protected military satellite communications support. Train and provide technical assistance on secure voice, protected MILSATCOM voice and data, and data communications to the combatant command's Joint Operations Center (JOC) personnel. Provide system-level technical telecommunications support for local and remote DRSN systems. Performs testing, repair, maintenance, and quality assurance inspection of site maintenance and mission operations for all electronic and electromechanical subsystems of the satellite earth station.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Incumbent of this position must be able to maintain top secret security clearance eligibility with access to sensitive compartmented information (TS/SCI).
  • Incumbent of this position must pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
  • Must be able to obtain and maintain certifications on any of the Raytheon family of secure digital switches, such as the DRSN DSS 2-A; on the FAB-T terminal; and on all of the associated COMSEC encryption devices within 1 year of entering on duty.
  • Incumbent of this position must pass a pre-appointment physical examination based on lifting requirement of up to 50 pounds.
  • Incumbent of this position is subject to rotating shifts and/or irregular tour of duty to include weekends, nights, and/or holidays.
  • Position is designated mission essential. Required to report for duty during inclement weather, natural disasters, and other emergency situations as directed by the supervisor and may be required to remain on duty after the official shift ends.
  • This position has a temporary duty (TDY) or business travel requirement of 10% of the time.

Specialized experience would be demonstrated by Knowledge in (1) the operations, monitoring, and component-level maintenance of the DRSN and protected military satellite communications (MILSTATCOM) terminal used in support of a Combatant Commander's joint headquarters and its area of responsibility (AOR); (2) planning and implementing telecommunications installation procedures involving a variety of available communications equipment to include DRSN associated equipment and peripherals, MILSTATCOM line replaceable units (LRUs), standard preventive maintenance techniques and services, security methods and procedures, and operating techniques; (3) training and providing technical assistance on secure voice, satellite, data communications, and system-level support for local and remote DRSN and MILSTATCOM systems; and (4) evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrate knowledge of current developments and trends in communications concepts and technology. The specialized experience must include, or be supplemented by evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrate knowledge of current developments and trends in communications concepts and technology. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
