The primary purpose of this position is to serve as the organization leader of Force Management in administering all aspects of the department. This is an Air Reserve Technician (ART) Enlisted position. Additionally, trains staff in the accomplishment of tasks set forth herein.

Duties

Plans, directs, and controls all aspects of the Force Management programs for both Active Guard Reserve (AGR) and unit reservists. Serves as advisor to commanders on unit Human Resources (Military programs). Provides Human Resources Management (Military) advisory services to commanders and staff on all Force Management programs. Administers actions in Automated Reserve Orders Writing System-Reserves (AROWS-R). Ensures accuracy of Personnel Data System (PDS) and performs functional review of data reliability. May be required to perform Installation Personnel Readiness duties and/or assist as directed.

Requirements

  • Must be a United States Citizen.
  • Travel and relocation expenses will not be paid.
  • Position may or will require incumbent to fly in military and/or commercial aircraft in the performance of temporary duty (TDY) assignments.
  • Must be able to obtain and maintain a secret security clearance.
  • Males must be registered for Selective Service, see Legal and Regulatory Guide
  • This is an Air Reserve Technician (ART) position. Preferred Military AFSC: 3F071 and Grade: MSgt/E-7
  • Required to meet and maintain Air Force Reserve requirements. Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities
  • Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes upholding the personnel policies, procedures, rules, and guidelines of the personnel readiness program. Providing Human Resources Management advisory services. Experience analyzing data to determine adequacy of programs to determine where improvements can be made. Based on existing rules and methods, incumbent reviews new requirements, determines what work needs to be accomplished, and the proper sequence, and develops recommendations to resolve problems encountered. OR EDUCATION: Two full years of progressively higher-level graduate education leading to such a degree; or master's or equivalent graduate degree or LL.B. or J.D., if related. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPTS. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of personnel policies, procedures, rules, guidelines, master labor agreements, and publications. 2. Knowledge of organization goals. 3. Knowledge of automated systems, personal computers, and software. 4. Ability to analyze data/products. 5. Knowledge and control of the English language and ability to communicate effectively with diverse groups of individuals, both orally and in writing. 6. Knowledge of Organization Personnel programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
