You will serve as a ACCOUNTANT in the COMPTROLLER DEPARTMENT of COMMANDER - NAVAL INSTALLATIONS.

Duties

You will provide guidance to the Financial Improvement and Audit Readiness (FIAR) Team to execute and support testing related to audit readiness. You will monitor corrective actions based on testing results from FIAR testing and Commander's checklist testing. You will ensure workflow processes are in line with Business Process Standardization (BPS) workflow further defining roles and responsibilities within the Command. You will perform analysis on testing results to determine gaps and areas of improvement and document in corrective actions. You will present clear and concise communications for leadership describing findings from analyses of audit and Commander’s Checklist testing and other discovery activities.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector: 1) Interpreting accounting regulations, principles, theories, techniques and procedures to provide sound advice on effective and efficient methods of accounts reconciliation; 2) Reviewing various financial documents and agreements such as contract, purchase orders, etc; 3) Reviewing and/or and monitoring account balances to ensure execution does not exceed authority; 4) Developing and/or formulating financial plans and reporting while utilizing various financial systems to research, identify, correct errors; 5) Developing and/or updating standard operating procedures and desk guides; 6) Conducting briefing to management and/or providing training in all aspects of financial processes and accounting methodologies; 7) Answering customer inquiries related to financial matters; 8) Navigating Microsoft applications and various accounting systems where applicable; 9) Communicating orally and in writing to ensure execution of planning. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:


Degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. (The 24 hours may include up to 6 hours of credit in business law).A transcript must be submitted with your application if qualifying using education. OR

A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality; or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing.
