The primary purpose of this position is: To serve as a first level supervisor responsible to plan, direct, organize, and exercise control over nonsupervisory employees assigned to the Wing Information Protection Office.

Duties

Duty 1: Supervises, plans, develops, and directs the diverse security activities, requirements, and resources of the Wing Information Protection office; Personnel Security, Presidential Support, Information Security, Industrial Security, Controlled Unclassified Information and Counter Insider Threat programs. Duty 2: Exercises supervisory personnel management responsibilities. Duty 3: Represents and administers the Information Protection Office with a variety of installation and functional area program aspects. Duty 4: Lead technical expert responsible for the implementation and compliance of the Wing's Information Protection and Presidential Support Programs on behalf of the Wing Commander.

  • Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of the Information Protection program, including Personnel Security, Presidential Support, Information Security, Industrial Security, Controlled Unclassified Information, and the Counter Insider threat collateral security program. Applying knowledge of security programs such as Physical Security, Special Access programs, Operations Security, Foreign Disclosure, Cyber Security and Acquisition Security. Extensive knowledge of the mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of security disciplines, concepts, principles, technology, practices and requirements applicable to the Information Protection Security Enterprise to include Information Security, Industrial Security, Personnel Security, Controlled Unclassified Information, Counter Insider Threat, Physical Security, Operations Security, Acquisition Security, Foreign Disclosure, and Information Assurance in order to perform the full range of complex security management responsibilities. 2. Specialized knowledge of OSD, DoD, and DAF Presidential Support suitability standards, military assignment policies, processes, and procedures to administer the Wing Presidential Support Program. 3. Knowledge of operational characteristics across the multiple-disciplinary construct of the Information Protection Security Enterprise and Presidential Support Programs, in order to apply unique management tools to develop an effective converged solution to systemic problematic issues affecting the Wing and serviced activities. 4. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist managers in establishing and operating internal security programs. 5. Skill in conducting research, analyzing, and evaluating a wide range of complex security related matters to identify significant factors and vulnerabilities, and recommend viable solutions to wing senior leadership, commanders, supervisors, security assistants, employees and cross functional program managers. 6. Ability to plan, organize, meet established guidelines, and direct the functions and staff of a small to large sized organization and ability to communicate effectively, both orally and in writing to successfully accomplish the mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
