The VA Northeast Ohio Healthcare System is recruiting for a Program Analyst. The incumbent serves as the Coordinator for Access and PCMM for Mental Health Services under the Associate Chief of Staff, Mental Health office.

Duties

The Program Analyst (Mental Health Access/PCMM Coordinator) duties include, but are not limited to: Apply process redesign and change management concepts and methodologies throughout all MH programs and consult locations. Create program-specific implementation plans and develop staff training programs and materials for each clinic/program to evangelize and lead change through best practices orientation. Evaluate training needs and deliver training at the appropriate level (Service, Program, Team, Individual) and frequency based on knowledge of clinical and program areas. Develop and maintain methodologies for consult tracking to ensure the status of all MH consults are known and prioritized for attention at each stage from consult placement through assignment, scheduling, documentation and closure. Monitor MH consults, clinic access, access wait times, and panel sizes. Design and run VistA reports and tracks VSSC data related to MH clinic access. Measure and monitor rates and patterns of cancelations, no-shows, and missed opportunities by program/clinic to determine where and when process redesign is needed. Facilitate ad-hoc rescheduling for missed opportunities when necessary, either directly or in consultation with PCAS Supervisors. Responsible for the integrity of the Medical Center's significantly large PCMM database. Work closely with Medical Center clinic support staff, clinical service chiefs, CBOC staff, DSS staff, VISN staff and headquarters staff in order to maintain integrity of this program and data. Prepare national, VISN and Medical Center level reports, upon request using established and ad hoc FILEMAN computer programming routines. Collect, compile, analyze and present data regarding the integrity of the PCMM package. Serve as contact point for all new referrals to Mental Health Care Line services and programs and has primary responsibility for establishing and managing PCMM team and position set up for all necessary Mental Health Service teams supervised by this Medical Center. Use multiple assignment/reassignment tools to move large groups of Mental Health patients to different teams and positions when changes become necessary. Conduct management surveys and research projects and provides advisory services on issues of moderate scope and impact to Mental Health programs and services. Analyze and review documentation procedures and controls, files, directives, forms, records control and disposal procedures and office automation and performs equivalent management information studies having impact on Mental Health programs and services with related functions. In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers; maintenance of confidentiality of patient/employee information, electronic and print; ability to work and function in the medical center in a safe manner, including infection control and the correct operation of equipment; apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of Mental Health, PCMM, and BHIP clinic operations carried out by administrative or professional personnel, or substantive administrative support functions; ability to analyze extensive Mental Health Care Line data/interrelationships, and coordinate the preparation of accurate and reasonable departmental plans and proposals; knowledge to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in Mental Health Care Line programs and clinics; working knowledge of eligibility criteria in a variety of Mental Health clinical platforms such as outpatient services, acute inpatient programs, substance use disorders, opioid treatment programs, homelessness, community outreach, suicide prevention, and Serious Mental Illness (SMI). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the work of the position. (Transcripts must be submitted). OR, Combination: Applicants may also combine education and experience to qualify at this level. You have 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education. You meet 75 percent of the required experience and 50 percent of the required education, i.e., you have 1/2 year of graduate study beyond that required for GS-9. Therefore, you exceed the total requirement and are qualified for the position (Your first 2 years of graduate study are not qualifying for GS-11. (Transcripts must be submitted). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary in nature. Manual dexterity is required in operation of a personal computer. The work sometimes requires walking, standing, bending, lifting or carrying light items such as paper, books and charts.
