Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is to serve as an Air Reserve Technician (ART) officer position, to perform work as an Operations Officer and planner in regards to aircraft operations in the Force Generation Center, Regional COCOM Desk Team. The benefits are primarily derived from centralized force management and mobilization processes, as well as a streamlined force generation process. Part of the purpose of the FGC is to organize functional area professionals at a single location who are accountable for planning, force management, force mobilization, force generation, and force sustainment oversight for all AFR functional capabilities, with an outcome that the AFR will be able to meet growing operational demands while sustaining strategic reserve capabilities. RESPONISBILITIES: 1. As the Regional COCOM Plans and Exercises Desk Team Logistical Planner, executes planning activities, provides guidance, assistance and advice on matters relating to AFRC planning and exercise activities within the specific hemisphere, (eastern or western as specified), for all AFRC operations units and forces. 2. As the Regional COCOM Plans and Exercises Desk Team Logistical Planner, provides support for other critical AFRC planning activities. Serves as an Office of Primary Responsibility for execution, management and oversight of the internal planning activities and functions one or two of the following activities; AFR Threat Working Group (TWG), Global Force Management (GFM), AFR Foreign Disclosure program, AFR Deployments for Training (DFT), Pre-trained Individual Manpower (PIM) special requests and information sharing with ARPC. 3. Exercises supervisory personnel management responsibilities. Direct, coordinate and oversee work of subordinates. Advise staff regarding policies, procedures, and directives of higher level management or headquarters. 4. Represents and speaks for the FGX at HQ USAF, CNAF, MAJCOM and COCOM level requirements meetings and conferences where AFRC operational units and forces are participating in future exercises or country activities. Establishes, develops, and maintains effective working relationships. Identifies the need for special projects and initiates milestones and goals. 5. Works directly with operational unit Deployment Project Officers where AFRC operational units and forces are participating in future exercises or country activities. Establishes, develops, and maintains effective working relationships with numerous Deployment Project Officers (UDO) who are preparing their units for deployments in support of Building Partnership, Theater Security Cooperation Plans and Deployments for Training.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: At least one year of specialized experience in knowledge of developing, directing, and managing the functions and activities of the Exercises and Support Branch which resides within the Plans and Exercises Division of the Air Force Reserve Command Force Generation Center. Knowledge and skill of this work includes work as an Operations Officer and planner in regards to aircraft operations in the Force Generation Center, Regional COCOM Desk Team. This definition of specialized experience is typical of work performed at the GS-12 or above grade/level or equivalent position in the federal service. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the next lower grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of AFRC, CNAF, MAJCOM, and COCOM exercise planning policies to include the deliberate and contingency planning and processes for the purpose of integrating AFRC operational units and forces into world-wide exercises, DFTs, and other events. 2. Knowledge of Air Force and AFRC operation concepts, logistics policies and procedures, and financial management methods and procedures applicable to the management of resources, including personnel management procedures and policies as they relate to AFRC operational units and forces. 3. Knowledge of military operational principles, practices, and organization; ability to recognize the interrelationships of the various aspects of exercise planning; and, skill in integrating and analyzing such information in order to evaluate make appropriate recommendations as well as to report on the status of events. 4. Knowledge of analytical and evaluative methods and procedures, and skill in evaluating plans and exercises to develop comprehensive reports. 5. Ability to communicate effectively both orally and in writing; negotiates complex issues, and maintain good order, discipline and working relations. 6. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize and direct the functions and staff of a small to medium sized organization. OTHER SIGNIFICANT FACTS: 1. Must have in-depth knowledge of operational unit training, scheduling and deployment procedures. Must be able to understand operational unit limiting factors associated with planning for various deployments in support of Building Partnership, Theater Security Cooperation Plans and Deployments for Training. These include pre-deployment training requirements of aviators, specific theater reporting instructions and how those impact unit preparations, resource requirements and the details associated with a Unit Deployment Project Office. Plans experience is desirable. 2. This is an ART position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. 3. This is designated mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC. 4. Incumbent may be required to fly in military or commercial aircraft to perform temporary duty (TDY) assignments. Duty assignments include TDY to foreign countries. 5. Employee must qualify for and retain a SECRET clearance. 6. Must possess a high degree of tact and diplomacy and demonstrated leadership and managerial abilities. Incumbent will be required to maintain effective relationships with members of COCOM, CNAF and MAJCOM staffs and potentially with members of embassies or foreign/host nation delegations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. ou will receive credit for all qualifying experience, including volunteer experience.
