The purpose of the position is to serve as a Program Support Assistant (PSA), also known as a Business Office advisor in HAS. The incumbent is responsible for a wide range of assignments and provides administrative support to the Section, and the cost recovery aspects of this position have a direct impact on the reimbursement of the facility.

Duties

DUTIES include but are not limited to: Serve as expert benefit advisor to Health Administration Service (HAS) Leadership and support the management information components of all health eligibility related programs. Responsible for applying an extensive body of rules and regulations relative to Veteran's eligibility for VA healthcare benefits, including decedent affairs by assisting families with a Veteran's death, burial, and explanation of death benefits. Identifies and collates health insurance information from all applicants for entry to the ICB, VistA, and/or VES, copies or scans insurance company enrollment identification cards, research for employers as needed to obtain complete data when applicants do not have complete information. Monitors enrolled patient data base information on a regular basis (at a minimum, annually) to perform updates to health insurance data, income assessments for the Means Test and Pharmacy Copay Exemption programs as mandated by law. Interpret and communicate requirements of VHA Scheduling Directives and facilitate accurate scheduling responsibilities to include communication with PACT and PCMM Coordinator to ensure sufficient access is available for scheduling. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 05 position you must have served 52 weeks at the GS 04. The grade may have been in any occupation, but must have been held in the Federal service. For a GS 06 position you must have served 52 weeks at the GS 05. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS 05: You must have one year of specialized experience equivalent to at least the next lower grade GS 04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supports the clerical and medical staff by serving as a direct contact for veterans and beneficiaries seeking medical treatment, experiencing problems and requesting information; Incumbent must have the ability to deal with a variety individuals with tact and diplomacy, additionally, must have the policies to house staff, patients, employees, and others; Responsible for entering personal demographics, health care insurance and income verification the Enrollment System and other systems as required; Enrolls and/or facilities the process of the enrollment of veterans and/or their family members into the Eastern Colorado Health Care System; Incumbent must recognize and follow the rules governing patient health information or personal identifying information. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years of education above the high school level in any field which high school graduation or the equivalent is the normal prerequisite. Transcripts must be submitted at time of application. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond post-high school education (beyond the second year) and specialized experience as described above, which meet the total experience requirements for this grade level. Specialized Experience GS 06: You must have one year of specialized experience equivalent to at least the next lower grade GS 05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Explores all avenues of assistance and takes positive action to encourage individuals to fully utilize the available benefits and to participate in programs; Explains the types of documents necessary to facilitate timely processing of claims and provides assistance; Councils veterans, their dependents, and their beneficiaries regarding all benefits available through the Department of Veterans Affairs, as well as non-VA benefits available through other agencies; Will be primarily responsible for developing and maintaining positive working relationships with VBA and VHA administrative staff in the medical center, headquarters staff, Health Eligibility Center staff, other off-site stations, veterans and their beneficiaries, service officers, congressional staff and other private industry vendors including local job service providers and homeless shelters; Directly involved in Patient Business Office activities, beneficiary travel, correspondence, decedent affairs, eligibility, medical information, and patient care services to include facility admissions and death cases. . Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
