Duties

Serves as an expert on DLA acquisition business policies and processes supporting the acquisition life-cycle management. Oversees measurable performance metrics for assessing the performance of the Agency's IT business investments. Oversees and schedules In-Process-Reviews for programs, initiatives, and special interest meetings. Analyzes and evaluates life-cycle processes for emerging Automated Information Management Systems (AISs). Provides guidance to functional customers to assist them in implementing policies and processes. Serves as Contracting Officer’s Representative (COR) on IT business systems contracts. Develops and executes extended contract strategies to incorporate evolving organizational needs. Responsible for managing and tracking execution of funding. Manages approved costs, reported savings, actual savings, actuals for prior years, and the execution of funds for each fiscal year (FY). Responsible for managing the process and tracking Unfunded Requirements (UFRs) throughout the FY as well as managing the process and submission of Budget Increase Requests (BIR) during the Program Budget Review (PBR) cycles. Oversees and monitors the progress of BIRs and the associated initiatives, internally and externally, and manage UFRs not funded via BIRs, identify funding gaps, and track funding needs for initiatives as required. Serves as expert in program management support for program reviews, deliverables, communications, capability management, reports, tasks, tracking, change management, personnel actions, awards, organizational documents, etc.

Qualifications

To qualify for a Program Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Responsible for overseeing the development, assessment and monitoring of performance-based standards. Determines the minimum criteria to be applied in considering whether to undertake a particular investment,and the criteria related to the quantitatively express projected net, risk-adjusted return on investment. Determines the specific quantitative and qualitative criteria for comparing and prioritizing alternative information system investment projects. Responsible for administering the determination, coordination, and approval of program and initiative budgeting requirements to support systems planning and upgrades, and migrations to Agency standards. Responsible for working with the Contracting Officer and Leadership to strategically address contract challenges, recommending enduring solutions to problems. B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
