The primary purpose of this position is to exercise second level supervisory and managerial authorities over the wing/center Inspector General (IG) office. Serves as the Inspector General (IG), with responsibility to review and oversee Department of Defense (DoD), Air Force (AF), and wing/center programs to determine compliance with laws, guidelines, and objectives.

Duties

Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Exercises supervisory personnel management responsibilities at least 25% of the time. Plans, directs, and manages the programs of the wing Inspector General office. Manages IG programs designed to independently assess and report a unit's readiness, economy, efficiency, effectiveness, and state of discipline to execute assigned missions. Serves as the commander's principal advisor on Air Force Complaints Resolution and Fraud, Waste, and Abuse (FWA) programs. Oversees the operation and management of Self-Assessment, Exercise, and Inspection programs. Represents the Inspector General office and programs with a variety of wing/center and functional area organizations.

  • A Master’s degree or equivalent experience in public management, administration or criminal justice is desired but not mandatory.
  • IAW AF guidance, incumbent must complete the Installation Inspector General Training Course (IIGTC) within 90 days of appointment.
  • must complete the USAF Basic Inspectors Course for the Commanders Inspection Program within 90 days of assignment; and IG appointees for nuclear-capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment.
  • Successful completion of other courses will be accomplished IAW applicable DoD and AF regulations.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience managing a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices, as well as applying a knowledge of Public Laws, Executive Orders, Regulations, Instructions, administrative and legal procedures, and other decisions/standards related to agency activities and Inspector General (IG) programs sufficient to conduct interviews, inspections, and investigations to analyze the nature of a complaint and specific issues to be addressed; applying a knowledge of IG functions, operations, policies, procedures, and practices; determining the sequence and timing of key operational events and milestones; and awareness of the relationship of various installation entities involved in overall program planning and execution of IG operations and evaluations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices; as well as knowledge of Public Laws, Executive Orders, DoD Regulations, Air Force Instructions, administrative and legal procedures, and other decisions/standards related to agency activities and IG programs sufficient to conduct interviews, inspections, and investigations to analyze the nature of the complaint and specific issues to be addressed. 2. Knowledge of Air Force, MAJCOM, and installation program goals and objectives; IG functions, operations, policies, procedures, and practices; the sequence and timing of key operational events and milestones; and the relationship of various installation entities involved in overall program planning and execution of military operations and evaluations. 3. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. 4. Skill in assessing program needs to accomplish goals and objectives, evaluate program status, and recommend or implement solutions for improvement. 5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; and to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; as well as using tact and diplomacy during difficult circumstances to advise/inform on complicated, sensitive, and occasionally controversial issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
