Continued From Summary Section... (GS-09) This is a developmental position with known promotion potential to the target position of GS-0201-11, Human Resources Specialist, Core Personnel Document Number 6OR3676. Incumbent will receive more detailed guidance and closer supervision while performing the duties of the GS-0201-09. (GS-11) The primary purpose of this position is to serve as a Human Resources (HR) Specialist in Employee Relations, Labor Management Relations, Affirmative Employment and Position and Resources Management with Responsibility for planning, developing, and carrying out the full range of advisory services for assigned organizations. ______________________________________________________________ (GS-07 DUTIES) In a developmental capacity performs a variety of highly structured, entry-level human resources work designed to develop broader and more in-depth knowledge and skill to perform higher level assignments. Performs recurring assignments. (GS-09 & 11 DUTIES) Provides employee relations assistance to managers for assigned organizations characterized by a wide range of occupations where work processes are mental, judgmental, involve public contact, or are coordinative in nature. Provides consultation and assistance on conduct-related issues. Advises manager and supervisors regarding appropriate disciplinary or other corrective techniques and the procedural and legal requirements for correcting conduct and administering disciplinary and adverse actions. Provides recruitment and placement services to assigned installation-level organizations. The organizations have positions that are predominantly professional and administrative in nature, but also may include some clerical and trades and crafts positions. Performs recruitment and placement, and affirmative employment advisory services. Identifies the true nature of management problems and considers them from the total personnel management viewpoint. Provides resource management advisory services on the efficient and effective use of human resources. Provides management advise and appropriate support to enhance the effectiveness of classification services provided by AFPC. Manages assignment and/or projects. Prepares written correspondence and other documentation.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Human Resources Management, Series 0201. (GS-07) SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the GS-05 grade level (or higher) or equivalent in other pay systems. Examples of specialized experience includes knowledge of the basic principles, concepts, and methodology used in Employee Relations. Knowledge of analytical techniques involving moderately complex, non-controversial, well precedented factual, procedural, or recurring situations/problems/cases EDUCATION: Applicant must have successfully completed 1 full year of graduate level education or superior academic achievement which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-07: Applicant must have a combination of specialized experience and education as described above. NOTE: You must submit a copy of your transcripts. ** NOTE: QUALIFICATIONS CONTINUED UNDER EDUCATION SECTION** FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: (GS-07) Knowledge of basic principles and practices of human resources. Ability to communicate effectively with others, both orally and in writing. Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and formulate solutions to problems. Ability to manage several projects simultaneously. (GS-09 & 11) Knowledge of the full range of Human Resource (HR) concepts, practices, laws, regulations, policies and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices, i.e. Employee Relations, Affirmative Employment, Federal Equal Employment Opportunity, Classification, and Position/Resource Management. Knowledge of Federal HR management functions, theories, and techniques and the basic relationships of various HR disciplines sufficient to advise management and employees regarding rules and procedures and their obligations and entitlements; knowledge of Federal HR recruitment , placement and affirmative employment concepts, principles, regulations, programs and practice to recommend innovative methods and strategies to resolve problems of job turnover, workforce planning, downsizing, and reinvention initiatives; knowledge of full range of classification and position/resource management principles, concepts, practices, and techniques and the relationship of other HR specialties to classification and position/resource management. Knowledge of legal research methods, information-gathering techniques, and analytical capabilities sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered. Knowledge of conflict resolution techniques sufficient to interact in highly-charges, emotional situations which may arise due to delicate or highly contested case matters and determinations. Skill in gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions. Ability to communicate with others, both orally and in writing, sufficient to formulate and present arguments and advisory opinions and prepare case documents. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the GS-09 grade level (or higher) or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of employee relations case law, principles, practices, legal and regulatory requirements sufficient to perform detailed analyses and draw defensible conclusions on complex legal issues, problems, and situations; and advise managers regarding appropriate corrective techniques in response to a wide range of conduct and performance issues.

EDUCATION: Successful completion of a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.
