Duties

Plans, directs and controls all aspects of the Career Development programs for both Active Guard Reserve (AGR) and unit reservists. Manages the Air Force Active Guard/Reserve Program and administers actions in Automated Reserve Orders Writing System-Reserves (AROWS-R). Serves as advisor to commanders on unit human resources (military) programs and provides human resources management (military) advisory services to commanders and staff on all Career Development programs. Performs personnel supervisory/management positions. May be required to perform Installation Personnel Readiness duties and/or assist as directed.

  • Work schedule will be aligned to allow incumbent to fully participate in Unit Training Assemblies (UTA).
  • Must be able to obtain and maintain a secret security clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of military personnel policies, procedures, rules, guidelines, instructions, etc., to understand respective programs and converse with functional managers. Knowledge of employee relations principals, practices and legal and regulatory requirements sufficient to advise on disciplinary and other corrective techniques that are responsive to a range of conduct and performance problems; explain rules and procedures which ensures employees understand their rights and obligations; and conduct in-depth analyses to determine underlying causes of conduct and performance issues. Knowledge and ability to analyze data/products to determine adequacy of programs and/or deficiencies thereof. OR EDUCATION: ???????Successfully completed 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree with study disciplines in behavioral or social sciences which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: ???????A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of military personnel policies, procedures, rules, guidance and publications. Knowledge of unit mission and technical guidance and assistance to subordinates. 2. Knowledge of the automated systems, personal computers and software. 3. Knowledge of the Installation Personnel Readiness programs. Knowledge and control of the English language. 4. Skill in establishing and maintaining effective working relationships using tact and diplomacy in interactions with individuals/families, leadership, organizations, and with program representatives and officials. 5. Ability to analyze, plan, organize, and direct work operations to meet program requirements and objectives with available resources; mentor, motivate, and appraise the staff of the organization. 6. Ability to communicate effectively with diverse groups of individuals, both orally and in writing and understand civilian personnel guidlines and the master labor agreement. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
