This position is for the Deputy Earth Data Officer who collaborates closely with the Earth Data Officer within NASA's Earth Science Division (ESD). This role involves providing leadership, budget support, program guidance, strategic planning, and oversight for the Earth Science Data Systems (ESDS), working alongside stakeholders to ensure effective management and advancement of ESD and ESDS initiatives.

Duties

Assists in overseeing the planning, development, implementation, and operations of the Earth Science Data Systems program element with the Earth Science Division. Communicates, engages, and builds consensus with multiple stakeholders, including the scientific community, external advisory committees, senior NASA leaders, interagency and international partners, and programs and projects at NASA Centers. Collaborates with colleagues within and across elements in support of Earth Science Division-wide initiatives, processes, and products to facilitate integrated and mutually-reinforcing activities that address Earth Science Division priorities. Reviews program budgets during the annual Planning, Programming, Budgeting, and Execution (PPBE) process, and recommends adjustments based on performance, requirements, and Agency guidance. Oversees implement strategic evolution of data systems and improve scientific data holdings using peer-reviewed research Projects solicited through Research Opportunities in Space and Earth Science (ROSES). Works with organizations such as the Office of the Chief Science Data Officer (OCSDO) and Office of the Chief Information Officer (OCIO) to achieve agreements and execute joint projects that advance NASA's and NASA user communities' interests. Maintains background in scientific data systems engineering, including the development of cloud computing and open-source software for scientific analysis. Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Developing and managing a portfolio across multiple research and operations projects, including organizations, commercial, and/or research institutions; Working with commercial vendors, organizations, and/or international partners to develop and coordinate activities; Managing scientific data and computing lifecycle, and experience in management of resources working both in on-premise and commercial cloud computing environments. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
