The primary purpose of this position is to provide emergency police, fire, and medical services to the public by answering emergency 91 l calls and responding with appropriate personnel and equipment.

Duties

Maintains telephone and radio communications, performs Emergency Medical Dispatch (EMO), E-911 call taking, and dispatches appropriate emergency forces. Performs Emergency Medical Dispatch (EMD) services to callers with medical emergencies. Operates and maintains telephones, automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the dispatch center for the base fire alarm system and the Enhanced 911 system. Maintains current maps, logs, charts and other visual aids frequently utilized as quick information references for responding emergency personnel. Operates and maintains telephones, automated data processing equipment, printers, recorders, facsimile equipment and other devices installed in the dispatch center. Prepares and maintains reports and records relating to emergency responses.

  • Incumbent is required to work an alternate work schedule, which requires an uncommon tour of duty (including weekends and holidays).
  • Incumbent is required to report to duty and perform assigned duties regardless of weather conditions (i.e. base closure due to weather conditions), and report to the duty station at the regularly scheduled work time.
  • May be required to respond on off-duty time during a conflagration, or stay over until an emergency has been terminated or until properly relieved by a qualified operator.
  • Must participate in exercises by relaying accurate information. Must be resourceful and alert to adequately perform duties.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Must be able to obtain and maintain a secret security clearance.
  • Incumbent must obtain International Fire Service Accreditation Congress Certification as a Telecommunicator, Level II, when the course is available.
  • Must be able to obtain and maintain a current EMD certification, including initial and follow-up certification within one year.
  • Must obtain and maintain a Hazardous Materials Awareness Level Certification within one year of hire. Must be able to obtain and maintain a current CPR certification.
  • Works in close harmony with supervisors, co-workers and others during day-to-day routines and during emergencies. Is required to maintain good working relationships with on and off base agencies, (cont'd)

  • Assists the supervisor in training other operators in the operation of automated data processing systems as required.
  • This is a Term position NTE February 2028; the individual selected for this position may be extended without further competition.
  • Current Federal civilian employees may apply for this position using “Reinstatement” eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administration Support Positions, Dispatching Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of communications operations procedures. Knowledge of basic computer operations to include word processing, retrieval and input of date. Knowledge of location and availability of emergency apparatus, the kind of apparatus and equipment needed for the emergency at hand. typist is not required. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of communications operations procedures. Knowledge of location and availability of emergency apparatus, the kind of apparatus and equipment needed for the emergency at hand. 2. Knowledge of basic computer operations to include word processing, retrieval and input of date. A qualified typist is not required. 3. Ability to prioritize and organize work. 4. Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations. 5. Ability to work independently without immediate supervision. 6. Ability to maintain good working relationships both within and outside the organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
