Duties

This position works under the direction of the Chief of Facility Management to provide leadership, supervision, maintenance programming and work direction for Building and Utility work crews; directs work of the parks mechanic shop to maintain and repair a fleet of vehicles including heavy equipment and small engine equipment utilized by multiple park divisions. Serves as principal advisor and provides timely information to the Chief of Facility Management as to the programs of work and effects it may have on other park programs, other employees or community relations. Supervises field staff in cleaning and sanitation operations, moderate to complex building maintenance and repair tasks and day to day operations. This position helps plan and manage annual budget to include supplies, materials, equipment, training, contacts, and salaries. Will work with the FMSS specialist and Chief of Facilities to develop the five-year strategic facilities plan using the Maintenance Managements systems. Identify and correct safety and health hazards; conduct safety meetings; implement and ensure hazardous communication program, confined space entry, lockout-tag out, fall protection, respiratory and personal protective equipment programs. Plan and prepare labor, material and equipment cost estimates for construction, alteration, modification, maintenance, and repair performed by in-house workforce and by service contract. This position oversees the utilities work including water and wastewater operations, electrical work and building maintenance for all buildings including cultural historic structures throughout the park. The position directs the repair and maintenance of roads, culverts, utilities, buildings, campsites, and trails, located within the three-unit areas of a complex National Park.

Qualifications

All qualifications must be met by the closing date of this announcement-01/18/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. 2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. 3) Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. You must include hours worked per week on your resume. -OR- EDUCATION: Successful completion of at least a Ph.D., or equivalent doctoral degree, or possess three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration, Engineering, or Property Management. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. Only graduate hours in excess of two years (36 hours), is creditable towards meeting this requirement. For example, six (6) months of specialized experience (50%) plus 45 graduate hours (50%) equals 100%. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
