Duties

The Director for External Affairs provides executive and strategic leadership to a dynamic, complex nationally and globally visible communications, legislation, and advocacy relations program for NCI. This position offers a unique and exciting opportunity to serve as a key member of the NCI's leadership team and serve as the primary advisor to the NCI's Director and the senior managers regarding NCI's communication and engagement activities. Additional responsibilities include: -Provide operational oversight to three distinct, yet interdependent offices: the Office of Communications and Public Liaison (OCPL), the Office of Government and Congressional Relations (OGCR), and the Office of Advocacy Relations (OAR). -Ensures consistent communications and active engagement with external stakeholders that are implicit in NCI's mission to advance cancer research and are essential to our success. -They will be skilled at presenting ideas and innovative solutions, taking into account, input and opinions from key stakeholders. -Serves as a role model for the Institute, demonstrating integrity and fairness, and adhering in work and behavior to the highest ethical and business practice standards. -Provides executive oversight for an allocation of an operations budget of approximately $48 million dollars and executive oversight of a staff of approximately 113 employees.

Demonstrated experience in providing executive level advice and guidance to senior management on communications strategies and technologies; legislative planning, policy and analysis; and advocacy relations plans and strategies and the ability to plan and develop innovated solutions for complex issues. Demonstrated senior-level experience showing a commitment to building strong working relationships that advance diversity, equity, inclusion, and accessibility. Demonstrated experience collaborating, interacting, and representing the organization at the highest levels within the government and with representatives of academic, healthcare research community, biomedical organizations as well as Congressional staff and advocacy groups.
