About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with the Intelligence and Security Office, Aberdeen Proving Ground, MD.

Duties

Serves as a multi-discipline Security Specialist, supporting Foreign Disclosure, Industrial, Operations, Personnel, and Information Security programs. Provides support to other security program managers in the implementation of policies and procedures for the above security programs. Plans, coordinates, and performs duties and/or actions relating to interpretation and implementation of regulatory guidance received from Department of Defense, Department of Army, and/or higher headquarters. Conduct security inspections and assistance visits. Represents the organization at meetings and working groups on matters relating to the above security programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • Must possess or be able to obtain and maintain a Top Secret security clearance with eligibility for Sensitive Compartmented Information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Position requires Temporary Duty (TDY)/business travel of up to 5% of the time.
  • Position requires completion of the core Security Professional Education Development (SPeD) Certification: Security Fundamentals Professional Certification (SFPC) within the first two years of employment. *See Additional Information for details.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience is defined as one year of experience which includes (1) reviewing, analyzing, and providing guidance and assistance relating to security policies and procedures and (2) analyzing and resolving security problems and violations in support of at least two of the following: Foreign Disclosure (FD), Operations Security (OPSEC), Information Security (INFOSEC), and Personnel Security (PERSEC). This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Service (GG/GS-9). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Security Administration, Industrial Security Administration, Industrial Management, National Security Studies, Security Management, Political Science, International Relations/Foreign Affairs, Geography, Systems Management/Operations Research, Criminal Justice, Psychology, Engineering (Job Specific), History, Electronic Technology (Job Specific), and Law. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
