The Office of Acquisition, Logistics, and Construction negotiates, awards, and administers multiyear, multi-billion dollar complex contract programs to support a national health care system, including VA and all other government agencies. The Commodities and Services Acquisition Service Director is responsible for providing the day-to-day leadership, guidance, mentorship, program management, and oversight to the acquisition team members who carry out National Acquisition Center's mission.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024. AND You may qualify based on your education and experience as described below. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Individual Occupational Requirements: You must meet the basic requirement(s) for this position. The Office of Personnel Management (OPM), Individual Occupational Requirements (IORs) for the Contracting, 1102 series are as follows: (A) You must complete all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills and abilities to perform successfully the work of the position. -AND- (B) A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (C) Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. (D) Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade level within that agency without additional waiver action. IN ADDITION TO MEETING THE ABOVE BASIC EDUCATIONAL REQUIREMENTS, APPLICANTS MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized experience is defined as (1) performing the full range of highly complex pre-award and post award activities including understanding the requirement, conducting market research, contract solicitation, awarding the contract, contract administration phase, and contract close out. (2) Directing the full range of contract administration actions required for an acquisition program, including the issuance of contract modifications, negotiation of changes, exercise of options, investigation and resolution of contractor delays, contractor performance appraisal, subcontractor surveillance, disposition of claims, and similar matters, (3) communicating with high level leadership, key officials and other stakeholders to persuade, justify, support, defend, and advocate for the organization. You will be rated on the following Competencies for this position: Acquisition StrategyCommunicationsContracting/ProcurementDecision MakingLeadership Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties. To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. There is no education substitute or requirement for the GS-15 level.
