Serves as an analyst for the Mann-Grandstaff Veteran Affairs Medical Center Chief of Staff Office directly reporting to the Group Practice Manager (GPM) performing duties contributing to the ongoing continuous improvement of Veteran's access to care by identifying low-performing practices and using Advanced Clinic Access Principles (ACA) to balance supply and demand, streamline clinic flow and allow for a more patient-centered, seamless flow for the Veteran across outpatient clinic services.

Duties

Duties include but not limited to: Analyzes and evaluates processes, data, and the management of data for potential improvement; coordinates improved processes for the development of new or modified integrated systems, work methods, organizational structures, records, and files, and in making recommendations concerning operations to provide for effective and efficient management of facility programs such as health care delivery, administrative programs, space, manpower, and financial management. Performs in-depth analyses of data available in local and national computer databases to validate data and provide statistical information to medical center management. Provides management with workload projections and analyzes trends, formats, and data for program development and planning purposes. The incumbent analyzes data in all formats to identify deviations from expected patterns and communicates deviations to the supervisor with an analysis of possible reasons for the variance. Identifies processes for improvement and coordinates the performance data of automated systems for effective management of a wide variety of Service Line projects and ad hoc studies. Analyzes process requirements including milestones and sequence of actions, prepares flow charts for improved processes to manage and report data, and coordinates with computer specialists for the development of computer programs for full automation. Utilizes data to develop health-planning strategies and assesses priorities relative to the mission of the Department of Veteran Affairs (VA), Veteran Integrated Services Network (VISN), and VA Medical Center (VAMC). They draw from previous education and experiences in healthcare management to develop long and short-range plans for the healthcare system. Serves as an advisor to the Group Practice Manager (GPM) and senior management regarding data management, and as requested to VISN and national VA organizational elements. Collaborates with counterparts in the VA system and the local healthcare community to share resources and participates in activities that demonstrate the philosophy, objectives, policies, and standards essential to the optimum delivery of patient care based on the development of quality application programs. Consults with Information Resources Management Field Offices (IRMFO) and VA headquarters staff to modify, correct, and/or improve data management and to comply with the intent and design of specific application packages. Identifies and gathers pertinent data from established management information systems, discussions with operating program officials, investigations, surveys and/or other appropriate methods. Performs analyses to determine the efficiency and effectiveness of work operations. Follows procedures for maintenance of data collection systems such as but not limited to Pyramid Analytics, PowerBI, Symphony, Business Intelligence Services Line (BISL), Cerner Discern Analytics, HealtheAnalytics, HealtheIntent, Cerner LightsOn Network, Corporate Data Warehouse, Regional Data Warehouse (VISN), Allocation Resource Center (ARC), Office of Productivity, Efficiency, and Staffing (OPES) and VHA Support Service Center (VSSC). Serves as an advisor to management and project officers in the development and selection of meaningful quantitative and qualitative criteria for program evaluation. Reviews corrective action plan documentation to determine completeness and to evaluate associated qualitative and quantitative measurements. Edits and uploads corrective action plans, data, and reports to the facility database(s), monitoring bodies, VISN 20, and other web-based software programs or electronic means of review. Responsible for investigating, analyzing, and evaluating functions and processes for the development or improvement of processes in managing and reporting program and project information for the facility's primary care, mental health, specialty care, ambulatory surgery, and all other ambulatory clinics and programs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: For the GS-11 position you must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to; coordinate, plan and analyze program goals and objectives; provide guidance and recommendations for the effectiveness and efficiency of programs; monitor, implement and evaluate program standards and criteria; provide guidance and recommendations for the effectiveness and efficiency of programs; implement and maintain strategies; track, develop and maintain reports. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or, 3 full years of progressively higher-level graduate education leading to such a degree, or, LL.M., if related to knowledge, skills, and abilities of the position. You must have an combination of specialized experience and education beyond a master's degree.
