About the Position: This position is in the Naval Hospital, Camp Pendleton, Dir. of Resource Mgmt., Financial Management, San Diego, CA This is a Direct Hire Solicitation

Duties

Analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones. Analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions, Use various automated systems to input/query/analyze data such as General Fund Enterprise Business System (GFEBS), or other related financial automated systems. Document errors and missing information, researches and obtains missing data, clarifies discrepancies and inconsistencies, and compiles reports. Reconcile commitments, obligations, expenditures, Billings and collections from reports. Prepare written and oral correspondence and presentations to communicate with fellow team members, supervisors and the Medical Treatment Facility’s leaders.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. GS-09 Specialized Experience: One year of specialized experience which includes providing assistance to assigned areas on accounting and budgeting functions; resolving financial and operational system issues in order to enhance programs and support activities; and utilizing budget and/or financial management automated systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, Business Administration and Management or Economics. (You must attach a copy of your transcripts with your application package.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (You must attach a copy of your transcripts with your application package.) GS-11 Specialized Experience: One year of specialized experience which includes providing technical advice and assistance to assigned areas on accounting and budgeting functions; resolving financial and operational system issues in order to enhance programs and support activities; interpreting policies and regulations in the area Finance/Budget; auditing and reconciling financial data/reports; and utilizing financial management and/or budget automated systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, Business Administration and Management or Economics. (You must attach a copy of your transcripts with your application package.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.
