The primary purpose of this position is to perform acquisition specialist duties for Aircrew Training Systems (ATS) and Military Operating Area (MOA) drop zone (DZ) / helicopter landing zone (HLZ) local training areas by sustaining and modifying state-of-the-art training infrastructures for Personnel Recovery (PR) mission requirements. Develop, establish, implement, and control contractual, financial, and technical aspects of projects/programs through designated phases on the acquisition cycle.

Duties

Assesses progress in ATS and DZ/HLZ projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. Reviews and directs the progress of contractors in meeting program objectives. Plans, organizes, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics for ATS and DZ/HLZ projects/programs and supporting contracts. Prepares and presents staff studies for presentation to the Program Director and other management officials. Coordinates program facility needs, issues, and solutions with base assigned Civil Engineering and 23 Wing Agencies and Arranges for the necessary inspections and certifications from base agencies for handling, processing, and disseminating classified materials/information related to the ATS.

  • The work requires the employee to occasionally travel away from the normal duty station via military or commercial aircraft
  • Employee may be required to work overtime
  • Employee is expected to meet Continuing Acquisition Education requirements
  • Must be able to obtain and maintain a SECRET security clearance
  • Prior experience as an aircrew member on HC-130J/P, or HH-60G/W aircraft is highly desirable
  • OGE form 450, Confidential Financial Disclosure report, is required to meet regulatory guidance
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. Employee must pass initial and periodic short notice drug testing
  • Duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively
  • This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of laws, principles, policies, and practices of systems acquisition, program management, engineering production, procurement and supply, business and industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities; knowledge of the missions, roles, functions, organizational structures, and operation of entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management; knowledge of Training Systems and associated equipment; knowledge of simulator manufacturing/modification methods and techniques, special processes, interrelationship of functional parts and subassemblies and skill in developing plans and approaches to ensure effective control of simulator produced training; and knowledge of a variety of contract types (e.g., firm fixed, fee/cost plus) and their standard and special provisions/clauses, facility management regulation, procedures, and methodologies, Information Security sufficient to ensure classified information is properly maintained/secured, quality assurance principles, concepts, methodologies, contract principles, methods, regulations, reporting, and documentation to serve as a Contracting Officer's Representative. OR EDUCATION: Have Ph. D. or equivalent graduate degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LLB OR J.D. in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Skill in applying various methods and techniques in investigating, analyzing and effecting corrective actions on complex quality problems encountered in ATSs. 6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
