The primary purpose of this position is to function as supervisor of the Maintenance Operations Center (MOC), debriefing, scheduling, planning, documentation, maintenance analysis, management information systems, and aircraft production controller duties.

Duties

- Performs work involving the preparation of plans for specific projects or operations, including scheduled and unscheduled maintenance requirements. This includes collecting supporting design specifications, machine process data, maintenance interval requirements, and historical data; and/or compiling estimates of requirements for specific skills, worker hours, and materials. - Performs work involving the scheduling and dispatching of jobs for manufacturing/repair activities on the basis of production line or shop capacity, status of work in progress, time required to complete the activity, availability of materials and tools, and urgency of need. - Performs work involved in involve adjustments in the routing of in priority, delays in receipt deficiencies in machine process, or inspection personnel, etc. - Performs work involving use of an automated system to maintain accounting and/or historical records, plan, schedule, and/or track manufacturing/repair processes. - Prepares reports and accomplishes coordination with management, staff, and support organizations to insure continuity of total production output, assigns, directs, and reviews the work of approximately 5 Production Controllers ranging in grades from GS-5 to GS-7 and one Management Assistant in grade from GS-5 to GS-7. Evaluates work performance; recommends discipline action; advises on both work and administrative matters; approves leave; and discharges security, safety, training, and health responsibilities, performs work involving maintenance of status boards, reviews, tracks, and processes AFTO Form 781 used to manage the aircraft flying hour program. Ensures all aircraft discrepancies are annotated either mission capable or mission essential as determined by the aircrew and verified by the production superintendent. Tracks repeat and recurring discrepancies while assigning job control numbers and loading discrepancies into the automated maintenance management system. Manages the daily fuel burn rate. Ensures AF Form 664, Aircraft Fuel Documentation Log, is properly annotated during off-station or aerial refueling missions, Supervises the debriefing process. Reviews, tracks, and processes AFTO Form 781 used to manage the aircraft flying hour program. Ensures all aircraft discrepancies are annotated either mission capable or mission essential as determined by the aircrew and verified by the production superintendent. Tracks repeat and recurring discrepancies while assigning job control numbers and loading discrepancies into the automated maintenance management system. Manages the daily fuel burn rate. Ensures AF 664, Aircraft Fuel Documentation Log, is properly annotated during off-station or aerial refueling missions.

  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This is a key position. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available. The incumbent may be required to take part in test alerts and practice exercises.
  • Performs other related duties as assigned.
  • Duties may require an uncommon tour of duty.
  • Performs cross utilization training and task verification training of assigned personnel.
  • Access may be required to areas of information classified up to and including SECRET
  • The duties of this position meet all requirements as a category 4 designation.
  • This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoD 1200.7, "Screening the Ready Reserve")
  • This position shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, and Clerical and Administrative and Management Positions. SPECIALIZED EXPERIENCE: I have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes knowledge of Aircraft Configurations, TCTO, SI and TCI Management. Knowledge of safety and security regulations, practices, and procedures. Comprehensive knowledge of the maintenance and Flying Hour Program (FHP) planning cycle; along with scheduling practices and procedures involved in the annual and quarterly maintenance plans in addition to monthly and weekly flying schedules. Practical knowledge of aircraft maintenance policies, practices, and procedures and how to properly apply them to prevent or alleviate production delays and scheduling conflicts; correct faulty or ineffective methods, procedures or operations, and the ability to prepare and file a variety of aircraft maintenance forms as described in TO 00-20-1, AFI 21-101 and applicable supplements. or: Master's or equivalent graduate degree or: 2 full years of progressively higher level graduate education leading to such a degree or: LL.B. or J.D., if related FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan, schedule and take corrective action to meet emergency and regular work load requirements. 2. Knowledge of assigned aircraft (i.e, C-141, C-17, KC-135, or civilian equipment). 3. Ability to interpret manufacturing terminology, data, standards, and instructions, and to relate them properly to the particular control projects assigned in preparing production plans and schedules and in maintaining effective follow-up. 4. Knowledge and skill of the distribution of personnel to obtain a balance in workload. 5. Knowledge and skill of appropriate production processes and material posture to assure continuing availability of material requirement. 6. Knowledge of aerospace systems and subsystems, knowledge of assigned equipment, skill in oral communication, ability to collect compile and correlate production data from a variety of sources, ability to correlate and analyze a variety of routine production data. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
