The primary purpose of this position is to conduct highly complex operational/managerial studies and detailed cost/economic analyses of AFRC and USAF organizational functions and provide consultive services to staff offices on maters related to operational economy and efficiency in any mission or activity of the command, to include unit level.

Duties

Duty 1: Plans, initiates, conducts, and/or directs special quantitative studies and cost/economic analyses. Duty 2: Reviews, validates, and/or certifies command OMB Circular A-76 cost comparison studies, Program Objective Memorandums (POM), economic analyses. Duty 3: Performs work for management of resources. Duty 4:Develops and updates command-unique cost factors, cost estimating relationships (CER) and complex computer-assisted cost models. Duty 5: Performs work for management of budget and financial management programs. Duty 6: Performs special and recurring assignments and projects. Duty 7: Complies with health and safety directives

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes activities such as: (1) compiling financial data such as obligations, expenditures, and budgetary data into reports; (2) providing financial analysis in support of organizational functions; (3) monitoring or tracking budget expenditures to ensure cost-effective support of programs and policies; and (4) providing responses to management inquiries regarding the status of funds, expenditures, or obligations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough knowledge of method . procedures, and governing directives applicable to cost estimating and coat analysis. Know ledge of and skill in applying appropriate method and techniques to develop cost analyses, cost estimates, and cost evaluations. A college degree with strong emphasis on mathematics, statistical analysis, quantitative measures, and accounting system, as well as working knowledge of economics, ie highly deslrable. Thorough determine knowledge of cost research and cost/analytical techniques to and validate resource requirements for the command. Knowledge of command organization and functions and related resource requirements for personnel, material, and facilities. Knowledge of methods and procedure for developing cost models and statistical techniques required for resolution of cost problems. Knowledge of manual and automated data systems and methods and procedures for collecting, analyzing, evaluating, storing, and retrieving cost and cost-related data. Knowledge of methods and procedures for formulation, presentation, and execution of budgetary process. Thorough knowledge of budgetary guidelines, governing directives, and financial management goals and objectives of the organizations. Skill in conducting and leading studies for operational/cost analyses. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
