This position is located in the Office of the Assistant to the Secretary of Defense for Privacy, Civil Liberties, and Transparency (ATSD-PCLT), Directorate for Privacy and Civil Liberties (PCLD), The ATSD-PCLT is the Principal Staff Assistant and advisor to the Secretary and Deputy Secretary of Defense for all privacy, civil liberties, transparency, regulatory, and intelligence oversight matters.

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C. Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbents typical work assignments may include the following: Serves as a technical expert on PCL matters impacting the DoD in support of the the Director for Privacy and Civil Liberties (PCL), and ATSD-PCLT, who also serves as the Senior Agency Official for Privacy (SAOP) and the DoD Privacy and Civil Liberties Officer. Independently identifies highly complex PCL issues, risks, and problems presented, develops appropriate courses of action, and communicates this information to supervisors/senior staff in a clear and timely manner. Analyzes and ranks/rates the significance of PCL risks for projects and at the enterprise level. Researches and determines or recommends appropriate actions or interpretation of issues impacting the organization. Provides recommendations on proposed PCL policies and initiatives that impact the Department. Keeps abreast of PCL issues and concerns affecting the federal government in order to ensure that DoD equities are reflected within the Department and in inter-agency discussions. Participates in special projects and compliance initiatives in PCLD programs, such as privacy and civil liberties education, training, communication, and outreach programs in support of the Director for the PCLD. Responsible for reviewing and maintaining DoD issuances, regulations, and proposed legislation related to the Department's Privacy and Civil Liberties programs.

Analyzing or evaluating broad privacy legal and policy requirements and making recommendations concerning the productivity and effectiveness of privacy and civil liberties programs. Providing technical guidance and leadership in the program execution of privacy and civil liberties requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume.
