The Acquisition Management Branch (AMB) manages, coordinates, and monitors acquisition, procurement, and contracting programs and services for ORS. The incumbent serves as a Lead Purchasing Agent within the AMB, with responsibility for leading other staff in performing a variety of tasks for the acquisition on services and supplies as well as managing their team's workload.

Duties

Serves as a working leader, assuming the assignments are carried out. Monitors workload of Purchasing Agents within the team and ensures parity amongst them. Serves as a Card Approving Official (CAO) for one or more GS-1105 purchasing agent(s); reviews and approves their transactions monthly, ensuring appropriateness, completeness, and compliance of the acquisition file. Work involves different processes and methods such as making a variety of purchases against established contracts or different solicitation methods, depending on certain variables. Contacts vendors/vendor representatives to advise them of ordering requirements and technical specifications and to discuss price quotations and other matters related to the purchase. Prepares and evaluates vendor list and unit prices to secure a fair and reasonable price for volume/bulk orders (by credit card and BPA) and determines prices that appear excessive or underestimated. Procures specialized, often one-of-a-kind, equipment, supplies or services. Contacts company representatives to discuss price quotations, technical specifications, and other matters related to the purchase. Works with requestor to develop justifications for use of large business or sole source orders. Works with staff in developing statements of work specifications, justifications, and GSA waivers, and assists in the preparation of justifications for other than full and open competition.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
  • Males born after December 31, 1959 must be registered with the Selective Service.
  • Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.
  • If selected, you must be able to obtain and maintain a background investigation.
  • This position may offer work schedule flexibilities: telework (work from home on a ad hoc basis), compressed schedules, flexible schedules.

Qualifications

You qualify at the GS-09 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-[XX] level in the Federal service obtained in either the private or public sector, performing the following types of tasks: procuring a variety of goods and services such as equipment, goods and services, that includes the use of Blanket Purchase Agreements, Delivery Orders, etc.; performing cost/price analysis to determine price reasonableness for equipment and services; negotiating contract awards, and administering small purchase orders that involve the use of instruments that are not firm-fixed price; and providing leadership and oversight to other staff in performing work activities.
