The primary purpose of this position is: Plan, organize, develop, implement, and monitor the Family Child Care Program to meet needs of community and ensure the health and safety of children. Assesses childcare needs and options within the community. Provides on and off base community childcare education and resource and referral services to families requiring childcare.

Duties

Serves as Family Child Care (FCC) Program Manager overseeing the entire scope of FCC at Wright Patterson AFB. Recruit and train potential providers. Oversees and serves as the primary focal point for all training in FCC. Oversees development and implementation of appropriate curriculum for family child care covering areas of physical, emotional, social and cognitive development expectations for infants, toddlers, preschoolers and school-agers. Represents FCC at a variety of installation and functional area organizations. Attends meetings as required to explain, justify or defend FCC activities. Responsible for all FCC inspections, reports and surveys. Oversees the Home Community Care Program providing free childcare for Unit Training Assembly weekends. This position is a developmental GS-07 Target GS-9 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-07. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: General Education and Training Series 1701 (opm.gov) For Child Development Training and Curriculum Specialist positions with the Departments of the Air Force and Navy, and Education Program Specialist positions with the Department of the Army, the education must have been in child development or early childhood education. GS-7 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience such as providing and monitoring curricula and training for both family child care providers and children; assesses development of children in family child care homes; and parental education and involvement. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: I have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; Or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. The education must have been in child development or early childhood education. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combination of graduate level education and specialized experience as described above. NOTE: You must submit copies of your transcripts. GS-09: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge enforcing Family Child Care Program management policies and regulations to protect children and the Air Force; initiate inspections of family child care homes and providers; and analyzes, evaluates and documents program violations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Master's or equivalent graduate degree or 2 years of progressively higher level graduate education leading to a master's degree. NOTE: You must submit your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combination of graduate level education and specialized experience as described above. NOTE: You must submit your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of child development theory, methodology, and practices relating to physical, intellectual, social, and emotional development of children at a variety of ages, with a variety of needs, and in a variety of settings. 2. Knowledge of child care regulatory requirements, policies, and practices. 3. Skill in educating, counseling, and advising child care providers and parents; assessing training and children's developmental needs; and evaluating qualifications and suitability of child care providers. 4. Skill in compiling, analyzing, and evaluating information; preparing quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining required records; and managing resources to enhance accomplishment of program goals and mission . 5. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
