You will serve as a HUMAN RESOURCES SPECIALIST (PERF MGMT & ER) in the Military Sealift Command (MSC), Total Force Management (N1), Civilian Workforce Policy and Sustainment (N11), Labor/Employee and Workforce Relations Division (N11A), Labor/Employee Relations Branch (N11A1) of MILITARY SEALIFT COMMAND.

Duties

You will serve as a Human Resources Specialist (Performance Management) tasked with providing a range of employee relations support for serviced activities, with specific scope of oversight and coordination in matters related to performance. You will serves as the primary POC responsible party for Performance Management Program, which includes providing advisory services and administering all aspects of the performance programs. You will advise management on effective performance programs to plan, monitor, develop, rate, and reward employee performance. You will interact and assist customers with web based performance tools, assist them with problems, and answer questions. You will serve as the Performance Management and Appraisal Program (DPMAP) Administrator to ensure performance standards have been set for all MSC employees. You will provide technical assistance to employees and managers on all aspects of ER problems/issues, including matters relating to leave hours of work medical issues performance issues and pay as applied under USC fair labor standards act FLSA.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Occasional overtime is a requirement of this position.

Qualifications

For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience investigating, documenting and recommending appropriate action/corrective techniques in response to unsatisfactory performance. Experience resolving controversial, complex performance management/employee relation issues. Experience extracting data from personnel systems regarding performance management and employee relations information and separating reports by performance system, employee population in each department and percentage of award pools by department. Experience developing, interpreting, and analyzing data extracts and automated reports regarding performance management. Experience formulating and producing presentations of HR data regarding performance management/employee relations. Experience preparing performance actions, such as performance improvement plans and resulting performance based adverse actions. Experience coordinating and or preparing responses to external program review findings and recommendations regarding sensitive employee relations issues. Experience drafting performance improvement plans (PIP) for management to review and issue to employees, and draft final actions based on the outcome of the (PIP). Experience drafting and distributing award nomination notifications and reviewing and routing all award justifications and nominations received. For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience investigating, documenting and recommending appropriate action/ corrective techniques in response to unsatisfactory performance. Experience reviewing and advising management of performance plans and provide technical and administrative information on performance management systems. Experience distributing award nomination notifications and review and route all award justifications and nominations received.
