The applicant serves as an Equal Opportunity Specialist (EOS) in NCR’s nationwide EEO Division (NCR-100) and will support office leadership in the development, evaluation, and implementation of effective and comprehensive policies, guidance, and standards to ensure compliance of equal employment laws which prohibit discrimination based on race, color, religion, sex, national origin, age, disability, or other bases specified by law.

Qualifications

To meet the minimum qualifications for this position, you must either meet the Education Requirement for the series or meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience conducting internal EEO counseling related to civil rights regulations, principles, functions, and procedures. Experience in planning civil rights Special Emphasis Program events, coordination, implementation, and research of topics and speakers. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Providing technical guidance to staff on EEO procedures and decisions. Experience conducting fact finding and working to resolve EEO issues at the lowest level possible while monitoring EEO operations for an organization. Experience providing civil rights program implementation, coordination, research, evaluation, investigation, analysis, written and oral  communication, negotiation, technical assistance, and trainings. You cannot qualify on education at the GS-12 level; you must have experience. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience consulting Civil Rights and EEO regulations, principles, functions, and procedures. Experience providing strategic and operational management advice and guidance to the staff. Experience researching EEO legal issues, monitoring and tracking EEOC and MSPB complaints related to employment law issues. Experience conducting fact finding and writing determination/decision documents, technical assistance materials related to civil rights laws, including Title VII of the Civil Rights Act of 1964. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of civil rights laws and extensive knowledge of their application to EEO program operations; and skill in interpreting EEO laws, regulations, guidelines, court decisions, and policies to prepare briefings, recommend solutions to resolve complaints of discrimination. Skill in providing technical assistance to managers, supervisors and employees on agency equal opportunity programs and practices; applying knowledge of Federal civil rights laws, regulations, management directives, and executive orders in conducting analyses of agency employment practices. Skill in writing clearly to present complex and controversial issues to a broad audience. Skill in cultivating a relational work culture that embraces equity, transparency, accountability, and collaboration.
