This position is located within the Division of Personnel Security and Access Control (DPSAC). DPSAC is responsible for managing and administering the NIH personnel suitability and security clearance program, verifying personal identity, processing and initiating security clearance requests, conducting background checks, making suitability determinations, and issuing ID badges for NIH personnel.

Duties

If selected for this position as a GS-0080-15 Supervisory Security Specialist your duties may include, but are not limited to the following: Conceiving, planning, developing, implementing, and overseeing all responsibilities under the purview of the DPSAC. Directing the administration of all personnel security processing requirements for individuals requesting general and/or limited access to any NIH campus or facility. Oversee NIH's ongoing compliance with Homeland Security President Directive 12 (HSPD-12) as it relates to DPSAC areas of responsibility in personnel security and the issuance of identification badges. Responsible for the development, implementation, and ongoing management of a comprehensive personnel security program and associated functions for all of the NIH. Directing all the issuance of access control cards individuals and others working at or doing business with the NIH. Final authority and responsibility over all personnel security and associated functions in direct support of the biomedical research mission at the NIH. Authority to make suitability determinations of all individuals requiring physical and logical access to NIH facilities and networks. Prescreening of all categories of employees, contractors and affiliates for initial employment and retention of sensitive and non-sensitive positions; security clearances and eligibility; and access to sensitive information, resources, materials, or work sites; and critical infrastructure and IT systems. Manage the issuance of a variety of identification badges to individuals supporting the NIH.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
  • Males born after December 31, 1959 must be registered with the Selective Service.
  • Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.
  • If selected, you must be able to obtain and maintain a TOP Secret Clearance.
  • At the supervisor’s discretion, this position may offer work schedule flexibilities: telework (work from home on an ad hoc basis), compressed schedules, flexible schedules.
  • Pre-employment and/or random drug and alcohol testing is required for this position.

Qualifications

You qualify at the GS-15 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: planning and conducting personnel security and associated programs for a biomedical research organization; providing guidance to management officials and program staff on regulations, policies, procedures, and requirements for personnel security programs; coordinating and collaborating with other personnel and organizations on personnel security and associated programs, systems, and issues; and supervising and directing subordinate staff in carrying out work programs and activities.
