You will serve as a PARALEGAL SPECIALIST in the Legal Office of NCIS. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. Duties

You will serve as Program Manager for the NCIS communication interception program and will be responsible for managing the worldwide communication interception program for the Department of the Navy (DON). You will serve as the Ethics Administrator and Program Manager for the NCIS Ethics Program. You will serve as Desk Office for all Conflict of Interest (Case Category 4C) cases Navy- wide and will be responsible for tracking, reviewing, and analyzing all Conflict of Interest investigations. You will serve as the Agency Liaison Representative with the FBI on matters involving expungement and disposition reviews of National Crime Information Center (NCIC) entries. You will serve as the Agency Liaison Representative with the Defense Security Service's Defense Central Index of Investigations (DCII). You will provide notary services to command members.

Requirements

  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing legal research and analysis on multiple programs; Experience preparing, evaluating and submitting data for reports and investigations that serves legal arguments; and Experience applying research techniques to collect background material and providing legal comment for legislative proposals and guidelines.
