This position is located in the Office of Enterprise Solutions, Office of Information Technology (OIT) , Executive Office for Immigration Review, U. S. Department of Justice. This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.

Duties

The OIT Enterprise Solutions team is responsible for aligning EOIR's strategy, processes, data, cyber security, and information technology (IT) assets with the business needs of the components to meet the mission and the strategic goals of EOIR. The team uses the business value-driven agile frameworks to link EOIR business strategy and processes to its IT strategy and infrastructure implementation. Duties include but are not limited to the following: Formulating plans, coordinates, and implement's EOIR/DOJ Policy related to Digital Transformation and Data Management Strategy. Evaluating emerging technologies, develops business cases, and guides the performance to satisfy valid mission requirements. Providing consultations on systems or policy proposals and provides technical, policy, and programmatic guidance to leaders, ensuring decisions are substantiated with policy and industry best practices. Create and maintain information radiators and team tools, to include sprint board, burn-down charts, burn-up charts, progress dashboards. Planning, developing, and conducting analyses of current and future resources to determine actual or projected effectiveness in achieving planned project goals and objectives. Tracking metrics that are important to the team in order to delivers success and continuous improvement. Identifying product dependencies and facilitates scrum integration.

Qualifications

In order to qualify for the IT Specialist (PLCYPLN) position, you must meet the following 2210 Serie's Individual Occupational Requirement (IOR) and Minimum Qualifications required for the grade level(s) to which you apply. Experience Requirements: You must have IT-related experience in each of the following four competencies listed below which must be supported by the information contained in your resume and other application materials. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND FOR THE GS-13 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties: Researching IT application modernization and migration techniques for clients in development and production areas; Participating in consultations with business leaders to develop application solutions; Supporting customers in the development and execution of Information Management and Information Technology (IM/IT) strategies and plans; and Providing IT assistance and/or training to customers who manage the development, production, and sustainment of systems. (Your resume must CLEARLY demonstrate this experience) FOR THE GS-14 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties: Coordinating IT project management activities, resources, equipment, and/or information related to the delivery of products, platforms, or services to agencies and the public; Providing technical advice on IT application modernization and migration techniques and technologies; Consulting with business leaders to develop IT application solutions; and Utilizing Agile methodologies to analyze and evaluate business methods to develop solutions and recommendations to meet business needs.
