The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. Duties

The U.S. Department of Labor (DOL) promotes the welfare of the wage earners, job seekers and retirees of the United States. The Office of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables DOL to perform its mission. The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information DOL's key technology solutions and leadership. The Branch of Human Capital and General Administration provides oversight and management over administration and general HR issues. The Branch is responsible for ensuring that the OCIO workplace is organized and runs both effectively and safely. This position maintains agreements, interfaces with DOL HR, and provides resources for general HR issues such as payroll, benefits, time and attendance. This position also assists with all employee needs and resources. Reports to and serves as the key advisor to the division director on short and long-range goals for the branch. Continuously benchmarks operations to assess efficiency and effectiveness of the services provided by the branch. Leads and motivates a mix of staff (federal and contractor), to achieve specific goals. Conducts independent or branch analyses, measures, assesses and evaluates program objective accomplishments. Determines operation/program efficiencies and effectiveness and congruency with agency annual plan. Evaluates new/modified legislation to discern impact on program operations and resources. Recommends changes to program organization/administration practices that may affect the way program services are administered; or policy and guidance changes to improve operations and meet program requirements. Provides a resource for general HR issues, such as payroll, benefits, time and attendance. Assists the leadership with workforce tracking, forecasting, scheduling, and succession planning to ensure continuity of operations. Organizes, executes, and monitors employee performance management processes. Coordinates timely processing of onboarding paperwork. Performs other duties as assigned.

Requirements

Qualifications

You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Branch Chief - Human Capital and General Administration, as described below. For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-15 includes: Providing leadership and direction to staff regarding Administration, Human Capital, Policies, and Procedures. Developing and presenting sensitive recommendations to higher authority, obtaining compliance with policies from program activities. Developing new methods and techniques for the forecasting of long-range program needs (e.g., 3 to 5 years or more into the future). Ability to identify strategies and implement programs which contribute to providing top quality service. Managing the day to day operations of an executive office and meeting the needs of multiple senior executives.
