The primary purpose of this position is to provide design, planning, scripting, coordination, direction, editing and management of assigned television and interactive multimedia productions. Incumbent functions as a producer, director, writer, editor, project manager and media resource manager.

Duties

Serves as a producer, director, scriptwriter, videographer, and editor for professional quality audiovisual productions. Directs professional quality media productions utilizing tapeless Standard Definition (SD) & High Definition (HD) digital recording media, creative lighting, camera movements, and audio tools. Edits broadcast quality audiovisual productions, utilizing digital non-linear AVID and Adobe editing systems; capable of incorporating quality graphics, photographs, text, and music during post production. Writes and edits original material collected from numerous outside sources where there is little, if any, direction as to the content and design; knowledgably guides customer through production process. Manage digital media resources for upload and dissemination to internal/external audiences and for historical/archival purposes.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-1071, Audiovisual Production Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of principles, practices, methods, and techniques for communicating information through audiovisual means; all phases of audiovisual production, programming, and editing from inception to completion, and skill in modifying or adapting standard practices and procedures; develop contract specifications, coordinate logistics, control expenses, and arrange procurements for complex programs with significant planning and scheduling problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the processes, methodologies, personnel, equipment, scripting, and related requirements involved in producing well-precedented audiovisual productions, developing production schedules, coordinating staff activities, and making administrative and logistical arrangement Knowledge of technical limitations and capabilities of professional SD & HD digital media equipment. Knowledge of digital imagery, media software, special effects, animation, set design and 2 & 3D graphic illustration techniques as they apply to multimedia. Kill in directing a production crew by integrating the abilities of both crew and equipment to produce a professional quality media production. Knowledge of SD and HD lighting, sound recording, digital camera operations, prompting devices, video production software and editing systems. Knowledge of AVID editing systems and related media management systems. Skill in equipment placement and directing production crews and talent to achieve visual and aural material that will meet script and editing requirements. Maintain an instructor mentality always willing to teach others by sharing ideas, experiences and skills with others Ability to edit pre-recorded visual and aural material in a manner consistent with the objective of the program. Ability to effectively communicate both orally and in writing with customers, supervisors and production personnel. A team player able to work with all types of personalities under stressful conditions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
