About the Position: Serve as the Workforce Management Support Specialist for the Engineering Division.

Duties

Serves as the staff advisor and principal assistant to the Engineering Division Chief and Deputy Chief on matters pertaining to the Division’s workforce management activities, its position and organization structures workforce planning. Serves as Engineering Division’s primary liaison with the District’s Civilian Personnel Advisory Center, and the Resource Management Office on matters relating to organization structure, the assignment of functional responsibilities, and FTE use. Coordinates personnel actions within the Division and provides liaison with the CPAC to resolve related issues and problems. Serves as the central point of contact for authoritative information on administrative policies, procedures, and requirements of the Division. Prepares a variety of workforce reports and statistics and presents at various meetings with management and District command. Responsible for overseeing Engineering Division’s performance management and awards activities.

Specialized Experience: One year of specialized experience which includes experience in recruitment process, employee training and development, development of annual performance, recruitment, special act awards. It also includes experience in quality assurance of hiring documents, in communications (both written and verbal) and handling multiple conflicts and priorities in a highly dynamic work environment. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Human Resources, or Public Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Attention to DetailTechnical CompetenceWorkforce Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Note: To support the Time in Grade (TIG) requirement you must submit a copy of your latest non-award SF-50/NPA that reflects your highest grade held on a permanent basis along with your application/resume package. Failure to do so may affect your rating or consideration for employment.
