About the Position: As Project Safety Specialist, serves as advisor and technical expert to the Operations Project Manager at the Chief Joseph Dam Project on all safety program issues and activities.

Duties

Develops, maintains, and manages site-specific safety programs such as: confined space; ergonomics; fall protection; medical surveillance; respiratory protection; risk management; industrial hygiene and occupational exposure; etc. Performs studies in which the level of Project compliance with safety and occupational health requirements are evaluated, and when necessary, develops changes in Project policies or procedures to ensure compliance with safety and health requirements. Ensures that Position Hazard Analyses (PHA) are developed and provides input and review for Activity Hazard Analyses (AHA) when requested. Oversees an extensive medical surveillance program for Project employees. Evaluations may include, but are not limited to noise dosimetry, air and bulk sampling, and other evaluations as required (lead, asbestos, Chromium VI, etc.). Coordinate required safety training for employees and ensure it is completed in a timely manner.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a valid state Driver's License.
  • Pre-employment physical, including respirator evaluation is required.
  • Position is under the Medical Surveillance Program.
  • This is a FC-12 position. FC-12 ACTEDS training is mandatory for filling these positions and must be completed within 12 months after being appointed.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. For the GS-09: Specialized Experience: One year of specialized experience which includes conducting segments of safety and occupational health surveys OR inspections of activities, operations, or equipment; drafting reports of findings on unsafe practices or situations; and proposing corrective actions for elimination or control of such conditions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or master's or equivalent graduate degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. For the GS-11: Specialized Experience: One year of specialized experience which includes conducting inspections of industrial facility and operations to ensure compliance with safety and occupational health laws and regulations; drafting and finalizing reports of findings on physical conditions and unsafe practices or situations and proposing corrective actions for elimination or control of such conditions; and analyzing and interpreting reports to determine the presence of hazardous environmental conditions and the degree of noncompliance with regulatory guidance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
