Duties

Regulate air traffic controller activities to ensure that safe and expeditious flow of air traffic. Report, investigate, and take actions regarding emergency incidents and air traffic accidents. Verify the proper operation of facility equipment and ensure that is used for its intended purposes. Plan and conduct classroom and on the job training in air traffic operations to military and civilian personnel. Disseminate weather warnings, advisories, and other significant meteorological Information to properly advise pilots.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program.
  • The incumbent will be required to work rotating shifts.
  • An applicant not currently occupying a GS-2152 covered position is required to successfully complete a pre-employment Class IV flight physical prior to being placed into this position and will be subject to periodic medical examinations.
  • May be required to participate in an approved physical fitness program IAW AR 40-501.
  • This position has been designated as "Mission Essential" and may be required to report for duty during inclement weather, natural disasters, and other emergency situations as directed by the Commander.
  • Mandatory overtime may be required.
  • Mandatory recall will be required.
  • Must qualify for ATC facility ratings and issuance of Federal Aviation Administration Control Tower Operator Certificate for Wright ATC Tower and Hunter ATC Tower, and FAA Air Traffic Control Specialist Certificate for Marne Radio.
  • This position requires the incumbent to possess and maintain a valid Air Traffic Control Specialist (ATCS) certification and a valid Control Tower Operator (CTO) certification.
  • May be required to perform Temporary Duty (TDY) travel up to 5% of the time.
  • Term employment is subject to a one year trial period.
  • This is a Term position scheduled to last 4years. A term position may be extended to a maximum of six years depending upon the needs of management.

Specialized Experience: One year of specialized experience which includes providing assistance to pilots with in-flight emergencies; operating certified tower display workstations to ensure proper control of air traffic; performing Tower and Airport Information Center (AIC) Flight Following controller duties; disseminate weather warnings, advisories, and other significant meteorological Information to properly advise pilots; and issuing Air Traffic Control clearances and instructions to provide the required separation and sequencing of all traffic This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). NOTE: In addition to the above specialized experience definition/requirement, this position requires the incumbent to possess, at the time of application, the following certifications: 1. Air Traffic Control Specialist (ATCS) 2. Control Tower Operator (CTO) NOTE: If you do not submit all of the above certifications with your application package, you will be rated ineligible and your application will receive no further consideration. NOTE: This position has been identified by Department of Army as an Air Traffic Controller as defined in 5 U.S.C 2109(1)(A) and (1)(B) who is actively engaged in the separation and control of air traffic; or in providing preflight, inflight, or airport advisory service aircraft operators; or is the immediate supervisor of any employee described above. As described under 5 U.S.C. 8401(35)(B), this also includes the immediate supervisor of the person described in 5 U.S.C. 2109(1)(B). As such, this position is covered under special retirement coverage. Additional information about Special Retirement Coverage can be found in the CSRS and FERS Handbook, Chapter 46. Department of Defense, in accordance with 5 USC 3307(b), has determined an individual must be appointed to their first/original appointment into a DoD position that has been identified and approved as an Air Traffic Controller no later than the last day of the month in which they became 36. An individual who is past the maximum entry age (36) who previously served in an approved Department of Defense Air Traffic Controller position may be reinstated to a covered position provided they meet the applicable qualification requirements AND will be able to complete a total of 20 years of covered service as an Air Traffic Controller by the last day of the month in which they become 56. Department of Army may approve an exception to the maximum entry age (36) for original entry into a covered Air Traffic controller position. However, any individual who has reached the mandatory separation age (56) is not eligible for employment or reemployment as an Air Traffic Controller. In addition to providing the required eligibility documentation listed elsewhere in this job announcement, you must provide sufficient documentation to determine proof of age. For reentry into a covered position, you must also provide sufficient documentation (SF-50s) to show length of service in a previously covered Air Traffic Controller position.
