The primary purpose of this position is to serve as a senior Force Development and Training and Support analyst for the Air Force Installation and Mission Support Center encompassing all installation and mission support training and development oversight and program management.

Duties

1. Administers, plans, and organizes force development and training activities of AFIMSC, ensuring that Air Force-wide Installation and Mission Support training and development for Contracting, Communication, Civil Engineer, Chaplain, Logistics, Manpower and Personnel and Security Forces career fields (military and) complies with legal and regulatory requirements and meets MAJCOM and Combatant Commander requirements. 2. Serves as an AFIMSC Employee Development Manager/Specialist (EDM/S) and Training Requester Quota Identifier (TRQI). 3. Provides expert and technical authority to establish a full range of education requirements. 4. Advises AFIMSC senior management and staff on matters associated with the Center's, Primary Subordinate Units' and Detachments' career development and training program with responsibility for policy reviews, development and interpretation, program planning and evaluation, budget preparation and execution, strategic planning, and education and training.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managament Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicant has or will have within 120 days of closing this announcement at least one year of specialized experience equivalent to GS-12 grade level or equivalent in the Federal service. Examples of specialized experience includes, but is not limited to administering, planning, developing, and implementing individual workforce development and training programs, providing training and development strategic and technical advice and oversight for related programs, planning, forecasting, developing, directing, troubleshooting, budgeting and determining resources and funding needs, operating, conducting and executing force development and training programs that provide for the educational development or advancement of the total force. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of military civilian formal training program processes in parallel business and industry organizations in order to develop comprehensive training programs identify training requirements, skill upgrades and development programs that will assist in meeting organizational objectives. 2. In-depth knowledge of a wide range of employee relations concepts, principles, practices, and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex issues, problems, and situations; and advise senior managers regarding corrective techniques in response to a wide range of conduct and performance problems. 3. Skill and knowledge of required training requirements software, government t purchase card process, planning, programming, business accounting, financial management principles and procedures and budgeting cycles, financial systems, and restrictions on the expenditures of funds. 4. Skillful in developing and utilizing appropriate data collection techniques and program management, research methods, information-gathering techniques, and analytical techniques sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or opinions that various administrative bodies have. 5. Knowledge of analytical and evaluative methods to accurately assess information and make sound problem solving decisions. 6. Ability to plan and execute training and education programs for an organization and manage a workforce development program in an organization with multiple locations nationwide; ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
